MACON AND WESTERN lUlL-ROAD.
Tbe public are respectfally notified, that the fol
lowing rule will be observed in relation to the trans
portation of negroes.
No negro willbe takenin tbe cars as a passenger,
unless furnished with a duplicate “pass" from tb»
owner or persona having lawful control, specifying
that be or ahe has permission to pass between any
two given station! in the can of the Macon A West
ern Railroad. One of tbe passes to be taken by the
conductor, to be placed on file iu the office, and one
to be retained by the negro.
When the person giving the pass is not known to
tbeofficen of the company as a responsible party, he
will be required to appear at tbe office, and identify
himself, as having lawful control of tbe negro bearing
the pass.
Persons travelling with negroes, will be required
to leave with the conductor a written permission for
the company to transport such negro over the Road.

masonry,bridging and superstructure oftho northern
division ol this Road, extending from Waynesboro’ to
Augosta—a distance of 30 miles, more or less. The
work to be commenced by the 1st day of November.
. Three routes, designated as the lower, middle and
upper, having been surveyed, Proposals are invited
foreach; and upon tbe bids, together with the facili
ties offered in procuring the right of way, will depend
in a considerable degree the choice of route.-
Profiles, specifications, Ac. may be seen, until tbe
day of letting, at the Seventy-nine Mile Station,-Cen
tral R-R.
The Company reserves the right of rejecting any
of all the bids, shoold they appear unreasonably high;
in which event they will, at their convenience, pro

Telegraphic Blunders and Newspaper
Slanders—~the Nashville Convention.
We were not a little amazed; several days since
to read in the N. Y. Tribune, a Telegraphic
sketch of a debate in the Nashville Couventiou,
on the /2tb inst.—We ray “amazed” because, we
knew it put sentiments into tbe mouths of some of
tbe speaker* that never had a home in their
hearts. Since the return of our delegates, we
learn that the report is a budget of blunders, from
begining to end. The Washington ‘•Union 1 '
seized ou Gen. Pillow’s pntative speech and pub
lished some of its expressions with great gusto.
Gen. Pillow never made the speech imputed to
him. Judge Hunter of Alabama, is entitled to
whatever of honor is due to the remarks attribut
ed to the Gen. The latter gentleman, so far from
declaring himself in favor oflhe Clay compromise
«i« the loading spirit in the Tennessee delegation
in favor of strong Southern grounds. ’It was
owing to his efforts and influence that that dele,
gation was broughi.into line wilb tho convention.
At a dinner given to the delegates after tho con
vention had adjourned, Gen. Pillow gave this
toast: • -
7’A» Missouri Compromise Line! We will
shake hands with the North over it.—Wo will not
be driven from it except at tho point of the bay-
onet."
And, Gov. A. V. Brown, who was one of tbe
most moderate men when the convention met,
and was in the lead of the few members who
were for passiveness aud linn-action, at the aame
dinner, gave this significant toast:
"TheNashville Convention. In six days, it has
brought vs all into line."
It has also been stated that.Judge Sharkey
voted in the negative on the questiou of adopting
the address and resolutions.—The truth is, he
was out of the Halt when the yeas nnd nays were
called, and was recorded among the nays. When
he came in, he had the journal corrected by
withdrawing his negative. In a speech before
tbe convention, ibis gentleman reviewed the
opinions expressed ill his'letter to Gen. Foote,
published in the Union, and essentially modified
them . He explained, that when ho wroto that
letter, in favor of the Clay compromise, he was
laboring under thedespouding conviction, that the
South was prepared for a total surrender of her
rights, nnd that under that belief, ho was for
taking tbe compromise ns tbe beat term a that a
conquered people could get.. The actiou of
that convention gave’bim a different opinion of the
South. !
Iu the same Telegraphic report to. the
••Tribune." a spirited and eloquent speech oft-Mr.
F. W. Pickens, of S. 0., i* put iuto the mouth'of
Judge Hunter. We suppose there is no design iti
all this—but that they are, really. Telegraphic
blunders. But this excuse cannot be made f ir
those presses that are still falsifying the acta, and
ridiculing the character and the proceedings of
this able and dignified body of men.—There is no
word but one, to express tile turpitude uf this
conduct,and (hat word istreason. The mnu who
has mind enough to perpieve the peril tu which
the Souih and her institutions have been brought,
by the onward march of Fanaticism, operating
upon, subsidizing, nnd talking uulimitedcontrol of
the powers ol the Federal Government; and who,
with the danger glaring him in tho eye, will yet
counsel the South to trust to Ihe action of Ihatgov-
ernrnelit for justice and security, mid brow-heats
and ridicules and denounces every efliirl of the
South to band for its own protection—such a man
ia unworthy of tho name qf a Southernor—an
American, or n patriot. He must bo n traitor
becauio hia 'intelligence rescues him from the ol-
ternative condition of beiug a fool. He is blind
or kuave, who doe* notsee that tho time is here,
to strike a blow for Southern rights, or basely to
surrender them.
This is plain language. The occasion demands
it. It is time to speak out plainly, when every
interest that a man or a people bold dear is iu
danger of being whiffled nnd trifled, or' bartered
away by a pack ofungrateful sons, stinging 1I10
bosom of the mother that nurses them, ami aland,
ering the good nnd true men who are raising their
shields for her sacred protection. Persoualiy
interested in the safety of our wire nud children,
aud in tbe protection of our property, nil bound
up iu this issue, we intend to speak plainly in
theirdefcnce; and whetheronr words fall harshly
on ihe years of lbe scoundrel crew of Abolitionists
North, or tho timid aud craven bund of submiss

read tbeir condition os a Southern people, as forci
bly and plainly laid open, iu the address of the
Southern Convention, and each for himself deter
mine. whether it is better to sacrifice party ties
and aSecliutis and prejudices for men and old as
sociations, or to aid-by apathy or open hostility to
the Southern cause, the cuusumatiun of the deep
wrong* and mighty desolation with which the vic
tory of Fanaticism will surely bloat this Southern
Laud.

Tbe receipts up tu the latest dates are within
30. 427 bales of the lowest estimates lately form
ed for the season. Last year at this time the re
ceipts were withiu about ninety-five thousand
bales of the aggregate for tho year ending Sep
tember lat. It is possible that the aggregate this
year will go over two millions of bales, but hard
ly probable. It is our impression now that It will
not vary fifteen thousand bales either way, from
that quantity. Recent accounts frotn Liverpool
relative to the coltotl market, are of the most ex
traordinary character. The present deficiency in
the supply of lbe raw material, might he Ii pat^
lial suspension in the manufacture of heavy goods
to get along with : but in the face of tbe most un
favorable season regarding iha new crop; ever
experienced, we see tha manufacturers of Eng
land apparently indifferent r.s to any further ad
vance in prices, and wotking literally from hand
to month. They evidently look for n break-down
among holder- here—for >me unfavorable change
itt our money market, that will compell bottlers to
disgorge end put tbeir slock iu the market.
They appear to Have very little confidence 11 ebr
ability to rnntrol enough of the ttop to giro us
any control of prices, aud undoubtedly dxphet to
retain that intlueuce over the planting interest of
the United Stntes, which has heretofore been so
profitable. The money power of Mum hosier
nnd Liverprol is immense; and such it the ex
and perfettion of tbe combination among the
manufactu ers and capitalists of those cities, that
a most anything they undertake is usually accom
plished; We cannot cope with that power at
present. We cannot get dp such combinations,
and are sadly deficient in capital; but tbo (into is
not far distant; and is rapidly approaching, whan
we shall not only establish prices for cotton, but
shall have comparatively little to spare, after
supplying our own manufacturer*, for those of
Great Britain, at any price. If the government of
England catt, by any management, promote or ex
tend the cultivation of cotton in the East Indies, it
bad better set about it at once. There is not a
moment to be lost, as the commercial existence
uf Great Britain depends upon a sufficient supply
of the raw material from some other source tbnn
the United States. We look with perfect indiffer-
et co upon any effort made in Englaud to obtain a
supply of cotton from any other part of the world
hut the United State*; and whatever may be the
esnltof any effort mode, it cannot effect ns mnte-
ru By. It is, however, probable that any falling
off in Great Britain, (or our cotton, caused by re
ceipts from other purtsof the world, wotrld give a
greater impetus to the consumption of this article
within onr limit*, and rather hasten than retard
the downfall of the supremacy hi manufacturing
which that country has so long enjoyed.—-Veto
