PLAN OF THE LOTTERY. The Numbers from 1 to 30,000, corresponding with those numbers on the Tickets, printed on separate slips of paper, are encircled with small tin tabes, and placed in one wheel. The first 216 Prizes, similarly printed and encir cled, are placed in another wheel. The wheels are then revolved, and a number is drawn from the wheel of Numbers, nnd at the same time a Prize is drawn from the other wheel.
