The law has unwisely secured to the Banks
monopoly of creating for the State a circula
rs; medium with many great privileges, de-
sin) to us under ruinous penalties. It was,
therefore, their duty to secure to us, at all
•jes, sad at whatever cost, such a circulation
tsihe constitution directs.
Vet, instead of fulfilling this obligation, they
hie repeatedly and grossly violated it for the
list forty years, thereby causing ruinous loss

tumble bill-holders, who are least able to bear

klters, thereby throwing the cost and ex-
,me of the remedy on the State, where it
.itly belongs, and which laws faithfully exe
cuted, could not have failed to protect us, if
sudered to remain in force.
3. Resolved, That the late Legislature in
tepealing those penal and protective laws and
actioning the violation of all right, justice and
kv on the pert of the Banks, saying to them
i« w many words, that they may have tlicir
c*u time to redeem their bills in the hands of
Ik joor—have betrayed their trust—proved
fsithless to their constituents and sanctioned
fraud and injustice.

Meeting of Planters.
Perry, Jan’y 5, 3858,
According to previous notice, a portion of
the Cotton Planters of Houston county, met
this day for the purpose of forming an organ
ization, which, for the fntnrc would give sys
tem, so far as they are concerned, to a com
mon interest.
The present condition of the Cotton Market,
both foreign and domestic, is unnatural; such
cicumstances being unusual, must be left to
work out their own remedy. The commercial
world, like everything else, is subject to such
revulsions, which arc produced by a combina
tion of circumstances that can neither be fore
seen or avoided. We need not undertake to
specify what we suppose to be the causes, or
any of them, for that is only, incidental to onr
organization—we venture, however, to make
this suggestion; that it will best promote the
interests of Planters, if they will dispose of
no more Cotton on hand, than will discharge
their obligations to Merchants and others to
whom they may be indebted; for it seems
reasonable to suppose that things will soon
begin to settle back into their accustomed
channel, and regularity be finally restored in
the commercial world. Demand and supply
will always fix the price of every merchantable
article; that is, if the demand for an article
in market be limited and the supply large,
the price of the article must rule low, and on
the other hand, if the demand is large and the
supply limited, the article must rule high.—
This is not only true as to Cotton, it is also
true as to every commodity brought to market
for sale. Now it is known that the supply of
Cotton under ordinary circumstances, cannot
by any means exceed the demand, (if the de
mand can be met,) and therefore Cotton
should command a high price. It is known
