The First Uso of Petroleum.
In a diary kept by one of tho
surveyors engage 1 in tho survey
of the Holland Em id Company's
purchase fit tho very Ixiginniug of
this century, an entry occurs to
the effect that near tho heal
waters of the Allegheny River in
Now York State, was a spring
upon tho water from which, when
conducted into shallow pools,
would collect quantities of oil.
This the Indians collected and
used. For unknown g monitions
the Indians had held this spring
in high veneration, believing it
was a direct gift from the Groat
Spirit, in after years enterprising
whites collected the oil. an lit w.is
bottled and sold under the naina
of Seneca Oil. Jt had a wide rep
utation, and was eagerly sought
by many, who extolled its merits
n tiie most extravagant terms.
Had it not been for the fact that
the inquisitive whites i'ouml out a
way to get petroleum from the
earth by sending the drill down
through the rocks, Seneca Oil
would, doubtless, now be a popu
lar medicine worth $1 a bottle.

‘•The A. &■ F. R. It. is again ad
vertised for sale.
'Illo sale lakes place in Atlanta ■
on 5!ay 2nd next. Tills road has
been a great hell) to Fort Valley,
and we regret that it has proven a
financial failure for those who
built it. We hope to see the road
pass into the hands of strong own
ers who will extend it to deep wa
ter.
We hope that Receiver Garrett
will be retained to operate the
road, as lie is a fine railroad man
and has the confidence of our poo
pie. The Constitution says:
“The litigation over this railroad
has been long and complicated. If
all the petitions for receivers, in
junctions, appeals and other pro
ceedings were pasted together they
would stretch from one end of the
line to the other. Tho litigation
has extended from Mocon on one
side and to New Orleans on the
other, and has oscilated from state
court to federal until it is hard to
tell where to find the line after
losing sight of for forty-eight
hours.
The upset price for the property
is $500,000, and on the pure base
$ 100,000 must be paid in cash on
the day of sale.
The road is bonded for $S 10,000.
Common stock was issued at $15
000 per mile, and (lie road is 10i
miles in length. The construction
company organized to build the
road was capitalized at $400,000,
which was actually paid in. The
construction company took com
mon stock at the rate of five for
one.”

in proposed legislation all over the
country. A bill recently voted on
hi the New York Legislature pro
posed to exempt from taxation, ex
cept for local assessments and wa
ter rates, all homestead buildings
not valued at over $1,500. Such
buildings were not to be taxed, but
the lots on which they stood were
to be taxed in tbe usual way. This
is an experiment with the George
theory. It was argued that such a
law would encourage workmen to
build their own homes, as the tax
taken off small houses would prove
something of an inducement to
build. 5!ost of the representatives
from Brooklyn, New York and oth
er largo cities favored the bill
thinking it would tend to encour
age building.
The farmers, and other rural
representatives generally, opposed
it. Sudi a bill would exempt two-
thirds of the dwellers in towns and
villages they said and would open
the way to great frauds in the as
sessment of property. The bill
was finally defeated by 52 to 3‘J.
Representatives from the rural dis
tricts of New York generally be
lieve that too much property is ex
empt from taxation already—that
the list should not be extended. In
fact, it is quite evident that if till
property were assessed at its full
value the tax rate would be low
enough to suit anybody.
