The Economist publishes this week
the little poem of Engere Field, under
the caption of “Old Times ” This little
poem has so much of the sweet and sad
sentiment that grows dearer to us al
the older we get, and over which, after
a certain period in our lives, we delight
to dream and dream ovor again as the
years go by.
To most of us there are no days like
the good old days, no girls like the good
old girls, no boys like the good old boj s
and no love like the good old love. The
heart that does not grow tenderer when
dreaming of the good old times andjtheir
dear and precious memories has little of
that sentiment that euoblos humanity
and fits ns for a higher destiny. We
like to feel that there ore no days like
the good old days and to dream and
dream of the good old times.
General t Presentments--
Grand Jury.
Wo, the Grand Jurors, selected, chos
en and sworn for the August term, 1899,
of Jackson Superior Court, make the
following goue r al presentments and
recommendations:
Through proper committees, we have
examined the books, papers and vouch
ers of the various county officers w-hich
the law directs to be done at the fall
term; also the dockets of the J. P’s and
N. P’s. Ex-Officio J. P., and have looked
after the condition of the public proper
ty and roads of the couuty.
\ ORDINARY.
We find the books of this officer cor
rectly kept, and in a neat manner. We
find that he has audited several accounts
for lumber that were not itemized, but
only stated “lumber for bridges;” and
there are accounts for poles for cross
laying the roads priced from 2 tos cents
eaoh, whioh we would ask the Ordinary
to be thoroughly satisfied before paying
such bills. We recommend he pay no
bills for lumber unless there is au item
ized statement of said lumber, mention
ing whether lumber is heart or sap,
oak or pine, approved by one or more of
the Cominassioners of the district in
which the lumber was used.
We find that one fountain pen is paid
for in a bill of stationaiy, but the Ordi
nary could not tell for whom it was
bought; we therefore ask that he make
a showing for said pen, or pay for same,
amount two dollars.

We find the books and papers of the
Clerk and Treasurer are kept in a neat
and efficient manner, that he has all the
books required by law to be kept by him,
that his papers are carefully labeled and
filed, and that he has proper vouchers
for all monies paid out.
We recommend that the Clerk be au

“V” from page 1 to 360 on the general
index, aud that he t>e paid tea dollars
for same.

At the February term, 1899. a special
committee was appointed to examine
the books, papers aud vouchers of W. F.
Head, former tax collector. Said com
mittee discharged the duty thus imposed
and filed their report w'th us under date
of Angust 15th, 1899 we the re

TAX RECEIVER.
The Tax Digest for 1899 was present
ed to us. We find it executed in a neat
manner. Not finding time to carefully
examine the returns of the tax payers
of the county, we have thought proper
to select a committee of from our body
to do this work. The following were
selected: E. D. Whelchel, A. M. Shau
kle, J. W. Boggs, W. C. Appleby aud
G. F. Hardigree.

We find the dockets of these officers
coirectly kept, with very few excep
tions.
We recoommend that F. L. Pender
grass be appointed and commissioned
to succeed himself as Notary Public and
Ex-Officers Justice of the Peace in and
for the 245th district G. M.
PAUPER FARM AND HOME.
We find the inmates at the Pauper’s
Home well oared for, and that the su
perintendent, Mr. J. J. Orr, is striving
to do the best he can for them.
We recoommend that the home of the
superintendent be recovered with
shingle. s , which we find already on the
pr-mises. Also that an ell, at least,
14x24 feet, be built to the south side of
the middle building,now occupied by the
women, for a cook and dining room.
We find nearly enough lumber ou baud
to do this work. We recommend that
the same be supplied with a good couk
stove.
w e find the open land well terrace
and in a nigh state of cultivation.
We recommend that the superinten
dent clear about four acres on the south
side of the road, the wood to be need
for fuel by the snpernitendeut and in
mates.
As to the number of inmates and ex
peuses of keeping up the home, we refer
to the report of Mr. Orr, hereto at

COURT HOUSE.
We find that the closets need repair
ing. The urinals should be put in go id
condition at once if possiple. If they
cannot be fixed, we recommend their
removal, and new outs put in that will
answer the purpose for which they are
intended. We recommend that the
necessary plastering be done on the
walls, that the carpet in the courtroom
be patched, that the blinds be properly
repaired where needed.
JAIL.
We find the jail needs some repairing,
we recommeiid that the door that is off
on first floor be reswung, and that the
two braces needing repairs on two doors
up stairs be fixed, that uewdowel pens
be put in the rocks where needed, we
recommend that two good sized heating
stoves be furnished the jailer, one to be
used on first, and one ou second floor,
we find the sanitary condition of the
jail good.
we recommend new steps be built in
front of residence, that the windows
and blinds be repaired where needed.
we recommend B. H. Collier ba paid
$2.50, expense in building rock wall
near the well.
ROADS AND BRIDGES.
we find the public roads throughout
this county in good condition, with a
few exceptions, we recommend that
the Commissioners continue their labors
in the direction of having all the roads
put in first class condition, until the
same is accomplished.
we desire to call the attention of all
the overseers in the couuty to sections
552 aud 553 of Volume 1 of the Code of
1896, aud direct that they comply with
eqnirments of said sections at once.
We recommend that the Ordinary
take the necessary legal steps tooonuect
the old State road with the new road
graded by the authorities of leaving the
old road near the Cox place, aud inter
setiag, or running into said Clarke coun
ty road at the couuty line.
We find that the bridge across Saudv
Creek ou the Danielsvilie road, aud the
bridge across same creek near Jack
Sailers, ueed repaying. We recommend
the Ordinary have this work done at
once.
RECOMMENDATIONS.
We recommend that Henry Shore of
Miniah’s district be paid $1.2 5 for
filling wash out in road near Boarders
creek.
We recommend that the Road com
missioners have the rocks blasted out
of the road at the following named
places, in order that the road hauds may
put them in good condition: At the hill
south of the branch near M. G. Toney’s,
ou the Jefferson and Clarksville road";
and on the hill south of Hurricane creek,
J. W, Stockton’s. Also near Mrs. J. N.
Pinson’s on road from Jeffersan to Pen
dergrass. Also on the hill south of Pos

We recommend that R. W. Holliday,

rendered special tax committee appoint
ed at February term, 1899.
We recommend that W. B. Cronic,
L. C., be paid two dollars for extra ser
vices.
We recommend that J. W. White, L.
C., be paid six dollars for extra services
and expense bringing witnesses from
other couuty.
We recommend that Dr. E. N. camp
bell be paid two dollars for examining
the body of Crofford Millsaps, colored,
by order of the Coroner.
We recommend that L Y. Bradbury,
Ordinary, be paid one hundred dollars
for hire of horse and buggy in looking
after roads, bridges, county lines, aud
small pox.
We recommend that El Stewart be
paid nineteen dollars and sixty cents for
expenses incurred on account of small
pox.
We recommend that J. E. audH. O.
Sikes be paid six dollars for disinfecting
house.
Wo recommend that the Clerk of
this body be paid five dollars for extra
services.
We recommend that these present
ments be published in The Jackson
Herald.
This Grand Jury, as an organized
body of this Court, and as citizens of
Jackson couuty, unanimously and heaft
ily endorse the oandidcy of Hon. C. H.
Brand, Solicitor General, for a second
term in thisoffise. His discharge of the
duties thereof during his present term

has deserved and met the public appro
bation, and we cordially commend him
to the people of this circuit aud the vot
ers of this State as a faithful, effi
cient and honorable prosecuting attor
ney.
