PRESENTMENTS OF
THE GRAND JURY
GEORGIA —Barrow County.
We. the Grand Jurors chosen and
qualified to serve at this, the March
Term, 1923, of t.he Superior Court, of
'said county, bhg to submit the. follow
ing general presentments and recom
mendations :
Through committees we hare examin
ed the books of the various county offi
cers and find them neatly, and so far as
wo are able to learn in the limited time
at our dlsposii, correctly kept. The
written reports submitted, are hereto
attache and made a part of these pre
sentments.
We recommend the! adoption of the
Alternative Road System for Barrow
county, making said law operative at
once. We request the Ordinary to re
quire all districts commissioners, in
conjunction with proper authority, to
rigidly enforce this law, and appeal to
all citizens to back up these officers in
the performance of their official du
ties, and that each citizen subject shall
work tiie roads five days or pay $5.00
annually.
We further recommend that the Or
dinary compile a correct list of the
male citizens of Barrow county sub
ject to road duty and that said list be
kept on file in his office
We call the attention of our officers
to law governing bringing in of dis
eased rattle and hog.*, and we urge
them to enforce snid law.
We recommend the appointment of
E. <’. Perkins to fill the vacancy in
Jones, 1741, N. P. & Ex-Officio J. P. |
We find that there are 58 pensioners
on the old class list of Barrow county.
There are 13 paupers being partially
cared for iky tint county.
A vacancy having been reported to
this body from Stathaiu District, G.
M. No 1724, we recommend the ap
pointment by the Governor of Mr. J.
W. Mobley, of Statham, to serve as No
tary Public & Ex-Officio J. I*, of said
district. We recommend that Caroline
Horne, of Pentecost district, lie placed
on the papper list of t Im* county, and
that she be paid the sum of $5.00
monthly, beginning with March, 1923.
We believe in humanitarian methods
at all times, but we deplore conditions
prevailing in our ehaiugangs as a re
sult of tiie recent ruling revoking cor
poral punishment in our county gangs.
In our opinion it. is not always wise
for public servants to heed tin- noise of
sentimentalists. We deplore the bru
tal practices by some of our state war
dens, nevertheless, we wish to go on
record as favoring corporal punish
ment in our gangs, with certain safe
guards thrown around the laying on of
the lash That method has been used
to advantage in our homes and in our
schools. We call upon our represen
tatives in the General Assembly to sup
port a measure restoring corporal pun
ishment as one of the methods of com
manding obedience to the rules of the
prison board. We believe the rid
dance of brutalities could be checked
if the warden should be requited to
gain the consent of the commissioner
of roads and the sheriff of the county
lief ore a flogging could be administered.
We find that the civil and criminal
dockets of our Superior Court are very
much congested, and especially the
civil docket, there being now some sev
en hundred cases for trial and only
very few of these are tried at any sin
gle term. Your body has given serious
consideration to this matter, and de
siring that such n condition be reme
died as far as ran be done with little
or no etxpense to the already heavily
burdened taxpayers of our county, and
further believing that the County Court
plan offers the best present means of
solution, a majority of your body has
therefore voted in favor of a County
Court as set forth In sections 4775 (a)
of Park's Annotated Code of Georgia.
and flie subsequent sections. Such
Court is therefore recommended by this
laxly. We further recommend by a two
thirds majority vote of this body that
such Court have a solicitor, this offi
cer of this court being paid out of the
costs of the eases he tries. We do tins
believing that this will save the county
a great deal in the way of jail fees,
and also expedite the handling of mis
demeanor oases.
We further recommend that the sal
ary of the Judge of said Court for bis
services in trying criminal cases be
fixed at $300.00 per annum.

Roads, Bridges and Public Buildings.
j Your committee appointed to inquire
into the condition of roads and bridges
'of the county, beg leave to make the
following report:
The recent bridge, known as Moon’s
bridge, is impassable, due to the fact
that the bridge has been raised and no
abutments built. We recommend that
thi matter be given immediate atten
tion
We furtlier recommend that the road
leading from Auburn to Midway
church be worked as early as possibb
We further recommend that the
bridge at Kilgore’s Mill and Tanner’s
bridge be repaired and covered.

tion, we call the attention of proper
authorities to the bridge.
Believing that the distribution of
road work by our convict gnng in the
past has been unjust and that too much
attention has been given to national
highways to the neglect of intersecting
roads, we recommend tlm' all public
roads be worked at least once a year.
We further recommend that a toilet

We further recommend that the leaks
in the jail roof he repaired at once.
Otherwise we find the jail in fine sani
tary condition and neatly kept
We have examined the convict camp
recently acquired and find it. in a good
annitnry condition, conveniently locat
ed and well arranged. We commend
the ikauagcmcnt for Its excellent work.

We your committee appointed to ex
lamine the books of the Ordinary, clerk,
of the superior court, and sheriff, beg
leave to report as follows:
I We have examined the liooks of the
Ordinary and find that they are neatly
kept, and correct as far as we are able
to a.scertain. We find that the Ordina
ry keeps no general record of the re
ceipts of the county, und in order to
trace the receipts of the county we
have to refer to records of tiie Treas
urer, to check against the disburse
ments. We feel that this method of
keeping tiie records are incomplete, and
we recommend h more systematic way
of keeping the records, a record that
will show all receipts as well as the dis
bursements. Having in mind the best
interests of the county, from an eco
nomical standpoint, we feel that the of
fice of county treasurer could he abol
ished and these records consolidated
with the records now kept in the ordi
nary’s office would give a more com
plete record of ail receipts and dis
ltursements in one set of books. We
hereby attach statement from this of
fice for your further information.

Unsolved crimes in our midst tends to
bring the county into disrepute. No
good citizen will compromize with
crime. The hands of the judge and so
licitor arc tied until juries, the final
arlijters, realize their solemn duty. Few
officers wish to put their lives in jeop
ardy for the pleasure of seeing their
efforts turned to naught by technical
ities and careless juries.
We recommend that five clerk of this
body Ik>. paid #I.OO per day for his ser
vices
We recommend that these Present

lished in The Winder News and that
the sum of #IO.OO be paid for such ser
vice.
