who believe that we ought to say
to Huerta that the recognition of
his de facto government will de
pend on his swift demonstration
of the capacity to establish and
maintain order —that as all na
tions hold the United States re
sponsible under the Monroe doc
trine for protection in Mexico, so
the United States sternly holds
the Huerta government responsi
ble- And if he does not speedi
ly demonstrate his power to pro
tect our people that the United
States must and will intervene
with force to establish safety of
life and property in that country.
‘ There are men in both houses
who believe that a ringipg decla

language of diplomacy, but the
vigerous language of national res

country to the revival of our na
tional spirit and compel the Huer
ta government to a real effort for

an administration that w’as made
to be beaten, or to the tottering
fabric of a Mexican government
that was erected at pleasure to
be destroyed at will but against
the irresistible power of the
great republic that would enter
to compel even if it had to pos
sess.
“And yet nothing a man in the
senate or , house has been willing
to voice this ringing American
spirit until he learned how Wil
son or Bryan thinks.
“ There are men who believe as
firmly in an ample navy and two
battleships as The Georgian does
hut have been afraid to express
that faith in speech or ballot be
cause they have recieved by
‘grapevine’ or by telepathy the in
formation that Mr. Wilson and
Mr. Bryan are not favorable to
the ample navy demanded by the
Democratic platform. In the

send these men to Washington to
do? Was it to be representatives
of the states or the people. ex
pressing honest convictions and
responding to the people’s de
mand for their views, or to he
mere parrots of polities, repeating
the words of the president?

ment. The executive is only
one-third of it. Let the executive
voice his convictions as he pleases
But the whole dignity of the two
thirds seems to be lost in servil
ity—and surrender.
