The romance of lighthouse construc
tion undoubtedly center* around Eddy
stone. As long ago as 1090 Wlnstanley
commenced building. Two years later
the weak hen ms of light from the tal
low candles first pierced tlie darkness.
The engineer had an unshakable belief
In his tower and often expressed a
wish to be in it during a severe gale.
This chance came on Nov. 2(5. 1705;
■when on a storm appearing Imminent
he set out from Plymouth. The liurri
cane was one of the most terrible re
corded In history, and among other
damage it swept away every vestige of
the lighthouse, those in it, of course,
being lost. Within three years another
was built, known as Rudyurd’s, and.
like Winstnnley's. of wood.
The obvious occurred after an exist
ence of forty-seven years, it being ut
terly destroyed by conflagration The
next —Smeaton’s —was of stone and
lasted until 1881. a period of 120 years,
when it was found that It was being
undermined and anew structure, the
present and fourth, was erected on an
adjacent rock. Smeaton’s tower was
rebuilt on Plymouth Iloe. where can
be seen the original candle chandelier
and the gongs operated by clockwork
to keep awake the drowsy keepers, so
that they should snuff the candles at
proper Intervals.
In medieval times the usual illumi
nnnt was a coni or wood fire In an open
grate, which gave a fairly good light on
a breezy night. For beacons on rocks
at sea candles were used. In 1729 oil
was first employed, and in 1790 the
Argand circular wick lamp with sil
vered reflectors was Introduced. Gas
was first experimented with in 1817.
The lights not only warn the mariner
of the proximity of the shore, but also
give him a clew as to where he is.
This is chiefly done by dimming or
"shuttering" of the light for a few sec
onds. Thus should a seaman observe a
light which consists of u long, followed
by two short flashes, a glance at the
chart would give him his position.—

The Athens Banner Sunday morn
ing said in part :
‘‘ Kor years the state of Geor
gia has been unable to pay the
teachers in the common schools
prornply. At times the state is
six and eight months behind
with th'un. There have also been
times when other debts bad to
be put off.
“Not only this, but it is true
that til*- legislature, even with its
habit of appreciating more money
than the state receives, has been
forced to deny appropriations for
worthy purposes on! account of
lack of money. < <
“Now there is a reason for this
inability to pay promply and this
lack of funds with which to take
Care of Worthy movements, and it
is not because Georgia is any
where near bankruptcy.
“Georgia is simply plodding
along with an antiquated tax sys
tem, under which it is impossible
to gather sufficient revenues and
under Which the tax burden is
not uniformly distributed. That
is all there is to it.
“If the legislature of Georgia
will toe the mark and revise the
tax system of the state and if the
people will back the legislature
in its efforts and give the new
a fair trial, it can very easily be
demonstrated that Geoorgia can
raise enough money to discharge
her debts promply and make all
necessary approbations to her in
stitutions.
“lit, is pointed out that the stat<
constitution limits the tax rate
to five mills and that the limit
has already been reached, that it
is impossible to go beyond that.
All that is true, and yet Georgia
1 can raise all the tax money she
needs without raising the tax
rate at all, and under favorable
conditions the tax rate might be
lowered.
“The whole trouble lies in the
fact that the tax values of the
state are not represented on the
digests of the tax receivers. If
the taxable property of Georgia
were returned at a fair rate of
taxation, there would be an over
flowing treasury on a five per
cent rate and all the money nec
essary for the state could lie seem
ed on a less tax rate than fivo
per cent.
“It is well known that no man
is fond of paying taxes. Yet
there are thousands and tens of
thousands in Georgia who do
return their property at fair val
uation and thus bear their share
of the tax burden. * And they al
so bear a part of the burden the
other fellow should be bearing.
The man who does not return his
property at a fair valuation
shoves off on his neighbor a bur
den he himself should bear.”
