COUNTY GRAND JURY.
August Term, 1913, Superior Court.
We, the grand, jurors, chosen
•■and sworn for the August term,
1913, of Jackson supefior court,
beg leave to submit tlie follow
ing report:
Pauper Farm.
We find at the pauper farm
8 inmates, 3 white females, 2
white males, 3 colored females;
two mules, two cows giving
milk, 2 slioats, 1 sow and 5 pig-1;
40 acres in corn, 6 acres in cotton
4 acres in cane, 12 acres in for
age, 1 acre in potatoes, 1 acre; in
garden. Buildings in very good
Shape, except one chimney. Cook
room has been ceiled, dairy built
and some other improvements
made by the superintendent. We
also notice a marked improvement
in t!ie condition of the farm. We
find 176 acres of land vauled at
$8,000.00. We recommend that
an expense account be kept for
operating the farm.
Tax Collector.
Through a proper investiga
tion. of the committee appointed
to investigate tbe tax collector’s
books, find them neatly and cor
rectly kept, and proper vouchers
for all money passing thru bis
hands:

Roads and Bridges.
We find as far as we have been
able to investigate, that in many
places the roads are in very bad
■condition. We therefore recom
mend that the commissioners
have the roads worked as soon ad
possible. We find that the bridges
of the county generally are
an need of repair, but the chair
'man of the roads and revenues
has contracted to have this work
done as soon as possible.
County Treasurer .
We have carefully examined
tlie books in the treasurer’s of
fice, and found them neatly and
correctly kept. The treasurer
has proper vouchers for all dis
bursements made by him. We
found that Mr. Geo. D. Appleby.
'county auditor, has made a com
plete audit on the fourth, day of
August, and that all items were
checked and the books balanced
This audit shows that there was
$7,779.18 in the treasurer’s hands
on August 4th. 1913. We call at
tention to the treasurer’s report,
'which is attached here as a part
of these presentments!, and shows
the county’s financial standing.
Olerk of The City Court.
Wo have made a careful ex
amination in this office, and
found that the clerk has all
books! and records correctly and
neatly kept, as required by law.
We found all data in connee
' tion with this office properly and
conveniently filed. We find thai
there are some bond forfeitures
and costs that have never been
collected, as were reported by the
last grand jury, and direct the
slolicitor of the city court ahd
sheriff give this the proper at + en
‘tion. We call attention to the
•clerk’s report, which is attached
■as a part of these presentments
Justice of The Peace and N. P.
Dockets.
We find the dockets correct
but, some of the records are not
kept as full ajcul plain as they
should be.
Convict Camp.
a committee of the whole,
we visited and inspected the
county chaingang. We find the
camp in clean and sanitary con
dition. We inspected the sleep
ing quarters of the convicts: the
mules, the hogs. etc., and approve
the condition in which we found
all the departments of the camp
Public Buildings
Court House: After examina
tion. we find the court house in
good condition. The grounds are
well kept, and we commend the
janitor, Mr. Wood, for the pres
ent condition, as well as the at
tractive flower beds. We realize
the uncomfortable condition of
the superior court room during
August terms; and some arrange
merits should be made to obviate
this inconvenience. An opening
in the ceiling, having access to
the belfrey, would be helpful.
We are informed in
the walls would interfere with
the safety of the building.
Jail.
Asa committee of the whole,
we visited the jail. We find it
kept in an excellent condition,
both cleanly and sanitary, under
the supervision of Mr. J. W.
Stockton. No requests were
made for any additional conveni
ences or improvements.
The upper corner of the front
lot sh,>uld be leveled off, and a
tiling placed to carry off the
drainage.
Pension Roll.
All names on pension roll
are entitled to receive pensions.
Sheriff.
We find the jail record cor
rectly kept. We commend tin*
sheriff for the new system foi
keeping in condensed form the
receipts! of the office.
County Commisdo/ners
The dutiesl devolving upon the
hoard of county commissioners of
roads and revenues, and especial
ly on the chairman, makes this
office of the most important in
the county. The demands are
varied and extensive, as appear
from an examination of the rec
ords of this) office. With the as
sistance of the county auditor, we
examined the expenditures, and
found correct, with few minor ex
ceptions.
The minutes of the m) o hthly
meetings have not been record
ed for some time, in the minute
record, though the minutes are
on file in the office •
We suggest the commissioners
be more careful in apprfoviiig
claims. Wheii possible, we think
all bills should bear an affidavit
before payment .
Sjome change should he made
in the plan of purchasing sup
plies for the county offices}. We
suggest that the chairman formu
late some plan that will be miote
practicable and economical than
the present system . '
We recommend that the chair
man obtain and keep on file an
inventory, with an approximate
value, of all county property, and
where it is located, ' including
land and public buildings, and
that this inventory be revised an
nually.
We find insurance policies on
the court house for $
We are informed there are
about 1.300 miles of roads in the
county, and we suggest that all
rights of way for new roads, re
gardless of class, should be thir
ty feet.
Ordinary
The records in this office in
dicate care and accuracy on the
part of the present incumbent.
Within the limited time devoted
to the examination, we found all
the hooks and records in excel
lent condition. We Suggest an
additional record for recording
ages, under affidavit, of con
tracting parties.
We find some delay on part of

Judge’s Charge.
The able charge given by IHs
Honor, afrer opening of court,
was impressive, and an impar
tial review of the present condi
tions durroundfng the courts of
justice, calling attention to many
obstacles interfering with prop
er enforcement of judgments
of the courts .
We call the attention of out
representatives to certain para
graphs contained therein .and re
quest f hem to use their best ef
forts in directing legislation or
the lines suggested.

Believing that sure and speedy
punishment of the wilful viola
tor of the criminal laws will
tend to the suppression of crime,
we unamimously petition our
trial courts in convictions for
carrying pistolsl concealed, and
selling blind tiger liquor, that
fines lie waived and sentence to
the chainganng be given to the
extent of the law.
We recommend McElh;<nnon
bridge, over the Mulberry river,
be raised four feet, with prop
er approaches on each. end.
We recommend the jury and
constable fees be $2 per day.
We recommend that the chair
man of roads and revenues/ ad
vise all district commissioners to
widen the roads of the county to
a standard guage wherever prac
ticable .
We recommend that His Hon
or, Chas. H. Brand, judge, trans
fer all presentments and indict
ments for misdemeanors which
may be undisposed of by plea
at the close of term of the fiiper
ior court, as provided in act es
tablishing city court of Jefferson,
passed 1903, page 146. Sec. 31, to
the city court of Jefferson.
We recommend that the pre
sentments! be pubilshed in each
of the county phpers, and that
they be paid the sum of teu dol
lars each.
The grand jury, at the Feb
ruary term of the superior court,
having appointed their body as
committees to investigate the
actions of the district commis
sioners and overseers of the
roads in the county, having fail
ed to make a complete report to
this body 0 f their findings!; we
ask that each one of sadi com
mittees present their reports in
writing in legal form, to this
grand jury at the adjourned term
the 4th Monday in October next.

Commissioners Report.
To the Honorable Grand Jury,
August Term, 1913:
The act of the legislature re
quires the board of county com
missioners, through their chair
man, to submit to your honorable
body, at each term of
a statement in writing covering
the financial condition of the
County, its roads, bridges, pub
lic buildings and pauper*/; and
to make such suggestions as they
deem beSt for the county; and
under this law Ii submit to you
this report:
Finances We have more mon
ey in the treasury at the present
time than we have had’ in sever
al years, ’jflhe exact amount may
be found by consulting the books
of the county treasurer.
Road 4: The commutation la
bor is just beginning to work ojH
their second round of the year *
work, and I think that as soon
as they put in their time a great
majority of the roads! will be in
very good shape.
In connection with the road
question, will say that the coun
ty chaingang is at work on the
road from Jefferson to Statham.
We have in the convict force
41 men, 40 colored and 1 white;
22 mules and one horse, 7 two
horse wagons! and 1 one-horse (
wagon, 7 wheeled scrapers, 1
road machine, 1 set blacksmith
tools, and other tools, such as
picks! .shovels, etc., sufficient to
keep the convicts in work, such
tents and bedding as are needled;
12 hogs and shoatd
Bridges: Most of the bridges
in the county are in good shape;
and those that are not are un-1
der contract to be repaired just
as soon as the farmers! can get
through work on their farms.
Public Buildings-. All the pub
lic buildings are in good shape,
li have complied with the last
grand jury’s request in regard to
all public buildings. Have had
the housed at the parser
painted, have had the
kalsotnined, ami the wood tjlfts

Paupers: We have at the
per farm 7 paupers, 4 white.
mules and 2 females and 3 color
ed, all females. We have in the
way of farming tools, etc., 2
mules, 1 tWo-horse wagon, 1 mow
ing machine, 1 syrup mill and
sufficient tools to carry on the
farming, 2 cows, and 8 hogs. ( jfm
