today passed the Ilay army vol
unfceer bill, proposed in vary
ing forms for years.
The bill which goes to the sen
ate would put the war volunteer
forces on an eqtiel footing with
the regulars.
It provides that whenever, in
the president’s opinion, war is im
minent or exists, the president,
may organize volunteer regimmtu
for war purposes.
Enlistments would be for the
length of the war.
Th. e president would appoint
a25 officers wifth not more than
four regulars to one regiment.
