Watch the Tax Doger.
Tax dodger is nearly the politest
phrase in any laungunge.
There is a simple Anglo-Snx n
word of one syllable that better
labels t his feihiw.
Judge Hart wants to he conser
vative, lie is conservative by
nature.
Hut lie says that six-sevenths of
the property in Georgia is escaping
taxat ion.
We want to say once more that
farm properties are contributing of
the support of the state far more
than their righteous share.
Farm lands in Georgia are re
turned for taxation at rates ranging
all the way from one-sixth of the
conus valuation in one county to
three and four times the census
valuation in another.
In no county of the state do farm
lands on our tax books fall as low
as one-seventh of the census valu
ation.
On the other hand, one of the
most intelligent tax collectors in
Georgia says that not one in any
fifty dollars invested in stock, bonds
notes, mortgages, lines, etc., ever
gets upon the tax books for taxation

ATTENDANCE, NOT
CENSUS, CONTROLS.
By a decision of the Supreme
Court the school funds of the State
shall le distributed, among the dis
trict schools of counties according to
attendance and not according to
population of school age.
I he trustees of flic second school
district of Heard county disputed
the right of the county school hoard
to distribute the money of the State
according to attendance, claiming
that, they should distribute the
money according to the total p>pu
-1 ition of school age residing in the
district. The court held as follows:
W here a county has been divid
ed into school districts, pursuant to
law, and thereafter the voters of
a school district authorize the levy
of an educational tax to supplement
the funds received from the State
public school fund, the apportion
ment of the public school fund by
the county hoard of education to
such districts in the discretion of
thcjboard may he made on a basis of
school attendance, such district re
ceiving such portion of the public
school fund as the school attend
ance of that district hears to the
school attendance of the entire
county.”

All Work and No Play
Edison’s remark that he gets sick
whenever he stops work, betrays a
pitiable rather than an admirable
side of his nature. Incapacity for
rest and play is itself a kind of
malady that often eats into the very
soul and cankers th(' grace and
bloom of >.fe. The hard virtues of
the Puritans sometimes became
more hurtful than the gay vices of
the'Cavaliers; and we still find not
infrequently that the sins of in
dustry pay as heavy a reckoning as
the sins of idleness.
Were S lomon now alive and
criticising our present-day morals
and manners, he would write an
other proverb sonewhat in this
fashion: Go to.the sluggard, thou
ant, consider his wavs and be wise.
The ant is a thoroughly respectable
and rather engaging creature: yet,
we fancy that he is often an in
sufferable bore to liis family and
friends, with his thought, bent ever
lastingly upon business, oblivious
to flower and butterfly and perhaps
hopelesslv ignorant of the stars or
the gusty freedom of the woods.
If one were forced to choose between
being an ant and a sluggard, he
might, if he lacked humor, take up
the lot of the ant; hut happily,
there is seldom need of such choice.
‘‘The world is so full of a number
of things, I’m sure we should all be
as happy as kings,” sang Stevenson.
To have an eye and a heart for this
wonderous variety of things that
pulse and flash upon our planet,
things outside the shop or office or
the household’s daily grind —this is
as important to the wellbeing of
ourselves and of those we live with
as the honest performance of our
tasks. A few men, like Edison, are
so rarely fashioned or so happily
