Financial Statement
City of Winder, Jan. 7th, 1915, as ren
dered by H. N. Rainey, Jr., Clerk.
Winder, Ga., January 9th, 1915.
T T he Honorable Mayor, City
Councilmen, City of Winder, Ga.
r T entlemen:
' ! submit to you herewith a report
bv me as City Clerk for the year
21' ( !4 covering the period from Jan
ary 9th, 1914, to January 7th, 1910.
' "pirgt I submit herewith a trial bai
lee sheet of the City of Winder,
* i of the Water and Light Commis-
These sheets show the debits
and expenditures, as well as the cred
it. ami collections in a lump sum for
each department. Each department
l, o th of the City and the Water and
I Hit Commission, can be found item
and set out monthly during the
v , r by a reference to the regular
monthly trial balance sheets sub
mitted by me at your regular coun
,.=! meetings. These sheets prove
th . books and accounts of each de
partment to be in perfect balance.
( respectfully call your attention
to the following exhibits, viz: Exhibit
x •• itemized, is a list of the un
paid taxes of 1914 (whites). Exhibit
“B,” itemized, is a list of the un
laid taxes of 1914 (colored.) Exhibit
and proof of the City Tax Digest will
bo found, proving the figures and
conditions of same. Exhibit “D,” is
a list of unpaid water and light bills
of the Commission. Exhibit “E”
is a list of unpaid sewer rent. I
also attach a report of the Mayor’s
Court, and of the Police Department.
You will note that I do not report
the uncollected or unpaid light and
water bills for the month of Decem
iirw. 1914. as most, if not all of
them, will be paid on or before Jan
uary, 10th, 1915, on which date they
mature for payment.
During your last two years admin
istration, a. study of this report will
show that the financial condition
of the City is about the same as they
were on January, 1913, and you wi
see from the sheets and reports that
the floating indebtedness of the city
has been reduced $13,000.00, while all
other interest and obligations prompt
ly cared for.
It is with pleasure that I ask your
consideration of the splendid gain in
the Light and Water Commission,
having a cash balance on band of
$•>21.96, and no accounts payable so
far as I am able to ascertain.
During the four years in which I
have served the City and Water and
Light Commission as Clerk, my work
has been pleasant, and the good re
cords and conditions of the City at
present, are due to the faithful ef
forts and honest endeavors of the
Mayor, Councilmen, Water and Light
commission and the ardent support of
every man connected with the City.
All of which are commendable of
faithful and earnest efforts.
Respectfully submitted,
H. N. Rainey, Jr.
Clerk of Winder and of the Water
and Light Commission.
