We, the Grand Jury, respectfull
recommend to the County Board
of Education that they elect W. M.
Holsenbeck County School Commis
sioner for a term of four years; not
only from the fact that he was nom
inated by the voters of Barrow coun
ty, but also the consideration of
his qualifications. It is very neces
sary that a competent man should
have charge of the Public Schools,
and we believe that you willl find W.
M. Holsenbeck a "man. who will fill
this office with credit to himself and
honor to Barrow county.
In compliance with the Act of the
General Assembly of 1914, creating a
County Board of Health, composed of
the Ordinary and the Superintendent
•of Public Schools, together with a
physician, we recommend Dr. S. T.
Ross to serve as the third member of
the said Board.
We recommend that the road lead
ing from J. N. Williams by M. C.
Epley’s, L. A. Dalton, A. J. Long and
J. E. A. Pucket’s to the steel bridge
near E. E. Clark’s, he put on the pub
lie; same road being 9-10 of a mile
long.
We recommend the payment of the
UK for holding Barrow county elec
tion on January sth, amounting to
$54.00.
Through a committee we have ex
amined the books of the Clerk, Or
dinary, Sheriff, Tax Receiver, Tax
Collector and Treasurer. We find
that the Clerk, Ordinary, Treasur
er and Sheriff have in their offices
the latest and best books and records
for their various purposes and in
these offices they are being neatly
and properly kept and we wish to
commend them on same.
Under the head of Exhibit "A” will
be found the report of the Ordinary.
Under the head of Exhibit “B” will
be found the report of the Treasur
er.
Under the head of Exhibit “C” will
be found fhe report of the Tax Col
lector.
The Tax 'Collector has not receiv
ed his books, and the Tax Receiver
only has his record on return sheets
at present.
We find that there are only three
firms of the seventeen who have paid
their special taxes, that have regis
tered and paid their fee to the Ordi
nary.
We find that there are some irreg
ularities existing in the returns made
to the Tax Receiver; also that his
returns are not being kept in fire
proof vault.
We find that the Ordinary has
about $300.00 worth of lumber on
hand.
We recommend that the Tax Col
lector collect all "Special Taxes as
soon as possible, and that all per
sons paying same register in the Or
dinary’s Office.
We recommend that the Tax Re
ceiver list all items and values there
of separately, and keep all records
in a fire-proof vault.
We recommend that the Tax Bqua 1
izers very carefully examine the Tax
Return Sheets and place all taxable
property on same basis as near as
possible to do so.

We recommend that the Ordina
ry be paid a salary of $600.00 per
year for his extra services in look
ing after the roads and bridges.
Through a committee, the Justice
Court Dockets were examined and
found correct, except in a few cases,
that do not show any dates, nor the
disposition of the cases.
We recommend that the charge de
livered to this body and the Court by
the Honorable Judge C. H. Brand, be
printed in pamphlet form for distri
bution in this county, it being our
wishes that one be placed in every
home in the county, and that the
Ordinary and Clerk be appointed as
a committee to attend to same .
Through a committee, the Court,
House was inspected and found to
be in good repair, sanitary con
ditions good and we commend our
Ordinary for his worthy efforts in
having the building in readiness for
this term of court.
The Grand Jury of Barrow county
desires to express to his Honor, C.
H. Brand, our distinguished Judge,
our highest appreciation for the mag
nificent charge delivered to us upon
the organization of this court. We
feel, that from a literary stand
point, this charge could not be sur
passed. The historic references were
highly instructive and in every way
applicable. The concrete cases re
ferred to by His Honor were strik
ing, and in our judgment, will
result in much good. It is indeed
gratifying to this body to know that
our Judge, not only possesses great
knowledge of law, but has that high
conception of the true life based on
the Mosaic law, and exemplified bv
the life and teachings of the Savior
of men. Expressed from his high sta
tion in life it will tend to give to-the
people a higher regard for the com
mon law*, and will prove uplifting,
beneficial and inspiring to the intel
lectual, moral and physical better
ment of this community. Words at
our command are inadequate to con
vey our commendation of this charge,
and beg to express the hope that he
will give the entire Western Circuit
the benefit of such high ideals, so
ably expressed.
We desire to express our appreci
ation to Solicitor Gamble for his
uniform courtesy and willingness to
aid us and endeavor to promote the
best interest of the county in the dis
patch of business.
We believe we have a most capa
ble man in our Sheriff.
We also express our thanks and
appreciation for the courtesy shown
us by the Ordinary and the Celrk,
it being our opinion that they ar-?
both capable men and will make the
county good officials. The same is
true of our worthy Treasurer.
We extend thanks to our Bailiff
for his faithful service.
We recommend that the salaries
of the jurors and bailiffs be $2 per
day and that the Clerk of the Grand
Jury be paid SI.OO per day extra
for his services and that /Mr. J. H.
Wright be paid 50c per day extra
for his services as assistant.
We recommend that these pre
sentments be printed in the Winder
News, the official organ of Barrow
county, and that they be paid SIO.OO
for so doing.
