NEW FREIGHT RATE SCHEDULE
MEANS MUCH TO SMALL TOWN
While Atlanta ahd a few other fa
vorad cities of Georgia are howling
and resoluting anent the new freight
rate schedule that is to become ef
fective January 1, the small cities
and tow/ns all over the state have
reason to rejoice. The new rate
will mean much to them. On this
subject, Editor Shannon, of The Com
merce News, writes as follows:
It is probable that no act of the
government in many years will be
so far-reaching in its effects, acid
so universally beneficial to the small
towns and to the people in the rural
section.; of all the states, and especial
ly in this state, as will be the ap*
plication of the new freight rate
schedule, effective January the first
of next year. It is moi generally
known, but it is nevertheless a fact,
that freight rates to all rural towns
wil be materially reduced, when thie
new ruling of the interstate com
mission becomes effective. Hereto
fore the larger cities that have been
recognized as basic points have had
an advantage over the small towns,
and in fact over any city not recog
nized as a basic point. Ha/Jrange,
for instance, while a city of six
thousand people, has not been recog
nized as a basic point, wihil© Car
tersvilile, with a population of four
thousand has been listed with the
other favored cities. Albany, Amer
icas, Athens, Atlanta, Augusta, Bruns
wick, Cartersville, Columbus, Macon
Savannah, Thomasville and Waycros;
haviS*£een basic points, and have had
a lower rate of freight than other
towns in the state. Under the appli
cation of the now rate, there will
be no basic points, neither will there
be any short or long hauls as before
All points will be placed on a mileage
basis, from the ports. Port rates is
at last to become effective, but not
as originally contemplate,d for while
in the plan, as considereect several
years ago, only a few cities in the;
state were to become beneficiaries ol
the port rate scheme unden the new
order, all points in the state will be
placed on a port rate basis. For in
stance, Atlanta will not have a lower
rate of freight from New York than
Norcross, or any other town on the
Southern. In fact, as we understand
the ruling, Norcross will have a low
er rate from New York than Atlanta,
simply for the reason that the dis
tance is shorter. Since the rate is
to he based on mileage, it follows nai
ural'y that Norcross will have a lower
rate. So with other towns. It is a
well knoAn fact, by all who have
familiarized themselves with the ex
isting conditions, that the cities rec
ognized as basic points have for man}
years had a lower rate than the smal
ler towns not so recognized. Thus
the larger cities have fattened and
prepared at the expense of the
smaller towns, and in consequence,
have always been able to freeze out
the small towns, capture all the in
dustrial plants, and control all the
wholesale business. The people in
the rural sections, the consumers,
w'ho bought their supplies in the rur
al towns, have had the burden to
bear. They wore forced to pay the
excess in freight when making pur
chases. So that the reduction effect
ive January 1, means that every man
who buys a barrel of flour, in one
of the rural towns, will get it for
from ten to fifteen cents per barrel
less, than he paid under the old or
der, w r hen certain cities were rec
ognized as basic points. This change
in freight rates was not instituted by
the railroads. They have no option
in the matter. They have been put
on notice by the interstate commis
sion that they must change the rates
to conform to the ruling of the com
mission, cr take the consequences.
Naturally, the roads will not be los
ers, for while the rates to all local
rural points will he lowered, the
