Barrow County Superior Court.
To His Honor, Charles H. Brand,
Judge Superior Court of the Western
Circuit.
We the Grand Jury chosen and
sworn for the September term 1916,
Barrow Superior Court, beg leave to
make the following General Present
ments.
Through committees, we have ex
amined the hooks and records of the
various officers of the county, .and
report as follows:*
Ordinary.
We find the records in this office
neatly and correctly kept, as l'ar as
we were able to ascertain and hear
tily commt nd him for the system
used in this office. See written re
ports from the Ordinary.
Sheriff.
We have examined books and oth
er records in this office and find
them correctly and neatly kept.
Tax Collector.
We have examined the books and
records in this office and find
same qeatly and correctly kept.
The report of the Tax Collector, lien
to attached, is made a part of the
General Presentments.
Treasurer.
Upon examination, we find the
books and records in the Treasurer’s,
office neatly and correctly kept, in a
thorough business like manner.

County School Superintendent.
An examination of the books and
records in the office of the County
School Superintendent show them to
be correct and we commend him for
neatness and simplicity. We would
also commend him for the efforts he
is making in the interest of Barrow
county along educational lines.
Public Buildings.
We have made a thorough inspec
tion of both jail and court house and
find same in first class condition and
we would commend the Sheriff and
Ordinary for the sanitary condition
of the buildings and for the
improvements they have made on
same, and more especially the wire
fence and barn at jail.
Clerk Superior Court.
Wt have examined the books "and
records of this office and find same
neatly and corrcetly kept, we find the

to the county. We commend him for
his system of handy refer >nce.
Tax Receiver.
We find the books and records of
this office neatly and correctly kept
as far as we could ascertain
Audit Committee, composed of A.
S. Morgan and W. K. Lyle.
We have examined the report ot
said committee, and find same full
and complete, giving a detailed state
ment of each office in a very careful
manner making everything very plain
said report hereto attached.
Convict Camp.
The entire body of the Grand Jury
visited the said camp, near Botha
bar* church on October 2nd., 1916.
and make the following presentment:
We find twenty-three conTicts in the
gang, one white and twenty-two col
ored. twenty-one mules all in good
condition: lour fine fattening hogs,
we found said camp in a clean sani
tary condition, for which we com
mend our Urdinary, Supt. Dryer and
the guards, we also commend Ordi
nary Hill and other Officials ol
the gung for the good roads they art
building, and the rapid progress
they are making.
J. P. and N. P. Books.
After an examination was made on
the said books the following report
is made: We find most of them neat
ly and correctly kept except some of
of the N.P.'s and J. P.'s have failed
to prop< rly it inize tiieil cost in wliicl
we have noted on said dockte. Some
of the J. P.’s and N. P.’s have failed 1
to turn in their dockets.
One vacancy having occured on
the Board of Education of Barrow
county, we hereby recommend that
Mr. J. E. Pentecost, be appointed to
fill said vacancy.
We recommend all Jurors and
court baliffs be paid the sum of
$2.00 per day for their services.
We recommend that the clerk of
this body be paid SI.OO per day ex
rta for liis services.
We recommend that these pre
sentments be published in The
Winder News and Barrow Times and
tliut they be paid the sum of Ten
dollars each for such service.
We wish as a part of our present
ments to express our thanks and
highest esteem to our foreman Mr.
W. L. Blasingame for the kind and
considerate manner in which he has
presided over this body, by his ex
perience and ability lie has helped in
every way to expedite the business
that has come before this Ixxiy. Our
thanks are also tendered to our ef
ficient Clerk for the prompt manner
in which he performed his duties.
We ext< nd our thanks to our Bai
liff for the faithful and punctual
manner lie lias attended to his d*i
ties.
We desire to tender our sincere
thanks to iiis honor Charles H. Bran<
f r his kindness to this.body, and to
exprss our appreciation for his
spPndid charge.
We would also thank Solicitor
General John B. Gamble for his
courteous attention and splendid ad
vice to this body while in session.
Believing that it would be more
economical to build good roads of a
permanent nature than to ltiake tem
porary repairs we recommend that
the Ordinary call' an election for the
purpose of submitting to the quali
fiiii voters of Barrow county the
questicn of issuing bonds in the sum
of sixty thousand dollars for the
purpose of building modern public
roads in said county .
We also recommend that at the
same' time the people be allowed to
vote on tlee question of issuing fifty
thousand dollars worth of bonds to
pay off existing debts for permanent
public improvements.

As Tax Receiver of Barrow Coun
ty, Georgia, I beg leave to submit
the following report.
The tctal tax returns from all the
militia districts of the county show
of real and pergonal property return
ed for the pupose of taxation for
the year 1916 the total valuation of
$2,571,461.00.
This is an increase over the year
1915 of $55,672.00.
Tlie total of all professional taxes
returned for the year 1916 is shown
to be $320.00.
This is an increase over the year'
1915 of $50.00.
The total of poll taxes returned for
1916-is $1,984.00.
This is an increase over the. re
turns of poll taxes over the year 1917
of $79.00.

ly show a more progressive spirit,
and a greater interest on the part
of patrons and trustees of every
school is shown for 1916 than was
manifested during the year 1915.
