gia got in strongly back of the Ameri
can Cotton Association, when at a
well attended meeting representing all
sections of the state, held here Mon
day afternoon, the Georgia division
was formally organized by the election
of HU A. Boykin, of Sylvania, as pres
ident and ,7. A. Davis, of Sardis, Ga.,
as secretary-treasurer.
Working organization for the Geor
gia division preceded that for the na
tional association which will take
place Tuesday, and which has already
set in motion organization plans for
the entire cotton belt, with J. S. M an
namaker, of Sr. Mathews. S. <\, as
president, and W. C. Barrickman, of
Dallas, Texas, as secretary-treasurer.
Offices have been opened on the third
floor of the Peachtree arcade.
The central executive committee for
the Georg ut division will be composed
of seven members, with the officers as
ex-officio members and five others.
Three of these, already named are C.
H. Kffirell, of Dublin; T. S. Johnson,
of Jefferson, and E. (\ Teasley, of Toc
coa. Two others will be named this
week.
QUARANTINE IS ORDERED
AGAINST SEED WHEAT

Following a meeting of the state
board of entomology Saturday, two
nt-w quarantine regulations were is
sued from the entomalogical depart
ment Monday, one prohibiting the de
livery in Georgia of seed wheat orig
inating in California, New York, Vir
ginia, West Virginia, and Maryland,
and prohibiting and shipment of
wheat from Jackson county, Georgia,
except by special permission of the
board.
The other regulation will prevent
the shipment of chestnut and chinqua
pin trees into Georgia from the New
England states, New York, New Jer
sey, Pennsylvania, Delaware, Maryland
Virginia, West Virginia, North Car
olina. South Carolina, Missouri and
Maryland. This is on account of the
prevalence of chestnut blight, or bark
disease, existing in the states mention
ed.
The quarantine on wheat comes as a
result, of the discovery of nematode or
eeljworm of wheat in many of the
southern and eastern states. State
Entomologist A. C. Lewis says that
Jackson county is the only section in
Georgia where the disease has been
observed.

BANKING MEASURE
PASSED BY HOUSE
ATLANTA, Ga., Aug. sth.—By a ma
jority of 113 to 1 the bill of Senator
Duncan, creating a separate state bank
ing department with a staff entirely
severed from the treasurer's office and
making many changes in the state
banking laws, passed the house late
yesterday afternoon.
The bill is the most voluminous that
has been considered by the house this
year, and a large part of the day, both
morning and afternoon sessions, was
consumed in the mere reading of it.
As soon as the reading was complet
ed a fl(x>d of amendments were pre
sented to the clerk's desk. With the
exception of fhe committee amend
ments, practically all of the amend
ments offered were voted down, how
ever.
As soon as the senate concurs in the
house amendments the bill will be ready
for the signature of the governor. The
bill is one of the most important that,
has received legislative action this
year, and is intended to put state banks
on a par with national banks in the
matter of safety. It had the indorse
ment of the State Bankers’ Associa
tion.
BOLL WEEVIL DEVASTATES
SOUTH HALF OF THE STATE
The southeast quarter of the state
will make between 25 per cent and 50
per cent of a crop according to the
reports of the cooperative crop corres
pondents to Commissioner .T. J. Brown,
of the Georgia Department of xVgricui
ture, and Field Agent Z. R. I’ettet, of
the T T . S. Bureau of Crop Estimates.
The entire country south of Macon is
in his grip and the infestation has ex
tended rapidly northward till it in
cludes counties as for north as Burke,
Jeffer/ion, Putnam, Baldwin, Jasper,
Butts, Douglas and Heard. Cobb
county north of Atlanta and Chatooga
county in the extreme northwest are
also invaded.
While the weevils have been in these
counties before, it was in small num
bers wnd the severe winter of IDIS
destroyed them. This season they
have arrived early enough to do a
great deal of damage. It is too early
to fix an exact, figure on the destruc
tion which will take place in this up
per belt but it is already severe.
Continuous and heavy rains have
favored rapid multiplication in addi
tion to direct flood and injury, wash
ing, and shedding. Grass is the worst
in years. These cumulative handicaps
show markedly in condition figures of
the various counties which are from
a few points to ten or twelve lower
than on June 25th.

FOR PROFITEERS
WASHINGTON, Aug. 5 These de
cisions were reached today by the gov
ernment agencies working to reduce
the cost of living and allay the coun
try’s unrest:
President Wilson decided to address
a message to congress recommending
additional legislation to aid in reduc
ing the cost of living.
Agents of the department of justice
were ordered to ferret out all hoard
ers of necessaries and profiteers thru
out the country. They are to be pros
ecuted under the food control act.
Director Julius H. Barnes, of the
grain corporation, decided to maintain
the government’s guarantee on wheat
at ,$2.26 a bushel as a “reserve protec
tion against a higher price later.” At
the conclusion of a day’s activities by
the president, the sub-committee of the
I cabinet appointed by Attorney Gener
al Palmer, and by the attorney general
himself, announcements were made of
these immediate steps to begin, and of
the government's wheat policy.
BOTTOM DROPS OUT OF

CHICAGO, Aug. s.—Efforts to an
ticipate the results of any quick switch
in the government policy for disposal
of the 1919 domestic crop of wheat
knocked the bottom out of values to
day on the board of trade. Downward
plunges in the price of corn, the chief
trading commodity, did not stop until
the market was 32 cents a bushel low
er than when the campaign against
the high cost of living began a week
ago.
