SHANTUNG CLAUSE
SAID TO MEAN WAR
r
WASHINGTON, August 18.—The
senate foreign relations committee to
day heard its first direct account of
the Shantung negotiations from Thom
as F. Millard, an American writer,
who acted as adviser to the Chinese
peace delegation. He said the settle
ment was reached after Japanese
virtually had threatened to bolt the
conference, but he added that Pres
ident Wilson seemed to be alone in
considering that threat more than a
“pure bluff.”
All the American experts on Far
eastern affairs at Versailles, Mr. Mil
lard declared, agreed that the settle
ment meant war. He had heard that
a similar view was expressed in the
letter from General Illiss to the presi
dent, which the latter has declined to
send to the senate as a matter of pub
lic policy. The United States, the wit
ness asserted, could not avoid being
drawn into such a war.
Mr. Millard gave it as his personal
view, based on twenty years’ experi
ence with Far Eastern politics, that
japan never would leave I Shantung
until she was confronted with “a su
perior force.” Asked whether he
meant a superior moral force, imposed
by'the league of nations, he replied:
“I mean material force. Japan does
not care a snap of her fingers for mor
al force.”
TWO STILLS RAIDED IN
BIRMINGHAM POSTOFFICE
BIRMINGHAM, Ala., August 13-
Two stills, one of which was still
warm from recent operation, were
raided today in the basement of the
new million-dollar post off ice now be
ing built here.
The stills were in a basement room
protected by an improvised door from
the outside. One was made from
from a small syrup bucket and the
other, apparently in addition to the
plant from a galvanized pail. Both
were modem, perfect working estab
lishments capable of making moonshine
which would stand the test and bring
the market price. No arrests have
been made.
Probable confiscation of the postof
fice under the Weakly “bone dry’’ law
is now being discussed.
