A GREAT GOOD ROADS CONVENTION Barrow County Interested in This Convention as it on tin* Bankhead Highway. Austin, Tex., Feb. 22.—Mr. J. A. Rountree, secretary of the United States Good Road As sociation. also secretary of the Bankhead National Highway Association has been in this city during the past week boost ing the interest and attendance in these two conventions ,also in tin* I nited States good roads inaehintrv exhibit. .Mr. Roun tree was accompanied to the city by representatives of the Dallas. Fort Worth, El Paso and Mineral Wells commercial organizations, who are deeply interested in the success of these conventions. Secretary Rountree presented an invitation to the Texas legis lating* asking them to attend in a body, also to co-operate in making the convention a suc cess. The invitation was most cordially received and much consideration given to Mr. Rountree. After the invitation had been delivered the follow ing joint isolation was unani mously adopted— Whereas, the United States Good Roads Association and Bankhead National Highway Association meets in com April 14th to 19th; and Whereas, I hese conventions sue of national importance as educational institutions having as their objects the spreading of interest and enthusiasm in the construction of more and bet ter roads throughout the coun- try, and -=> ~ Whereas, these associations have lxmored our state by call ing their session at Mineral Wells, now, therefore, lie it resolved, by the house of representatives of the State of Texas, the senate concurring, that they hereby issue an invi tation to all individuals and as sociations interested in the de velopment of good roads and highways throughout our coun try to attend these conventions, and lie it further resolved, that a special invitatio nbc extended to the governors of the several states of the Union to attend the convention of the United States Good Roads Association and that they be requested to appoint one hundred delegates from thir respective states to attend this convention and par ticipate in the same, and that the Governor of Texas is hereby requested to address a personal letter to the several governors, conveying this invitation and the spirit of this resolution; and I>(> it furtluT resolved, that this legislature send a special invitation to the legislatures of 'Alabama, Arkansas, Arizona, Georgia, New Mexico, North t'arolina, Oklahoma, South Carolina, Tennessee, Mississip pi ami Virginia, now in session, asking them to appoint a spec ial comnittee from the house and senate of their respective bodies for the purpose of joint ly discussing tie* future devel opment of highways in the sev eral states • ” * Be it further resolved, that the chief clerk of the senate and house be instructed to forward to the legislatures of the states named above, a cop,' these resol ii’oiia. Hobby who accepted the invitation to address the convention, issue a proclamation and invite the governors of all the states to at tend the convention and ap point delegate's from their re spective states. Brussels, February 19. —Max- imilian Harden, editor of Die Zukunft, of Berdin, in an inter view in Le Soil- ,of Brussels, de clares that the German people were misled as to the cause of the war. They believed at the outbreak that Germany was in th" right and even believe now that right was on their side. Fmperor William, Harden de clared, was drawn into the war against his own wishes, but once hostilities began it was he who kept alive national hatred and was responsible for the methods of warfare for which the world would never forgive Geniany. Gcinans Did Not Know. “Our people,” said Harden, “did not know and do not now know. They loyally believed that right was on their side. If they had not ,they would not have fought and suffered as they did. They believed in a coalition against Germany. They did not understand that Great Britain, France and Rus sia had no other object than to protect themselves against the adverse designs of the kaiser. ‘‘They did not understand tha the violation of Belgium was a crime which turned the enlight ened universe against Griuanv. They are stlli certain that if Germany had not invaded Bel gium, Great Britain and France were ready to do so. Personally, 1 do not think France ever thought of such a thing, and if she had Great Britain would not have permit ted it. ‘‘But it was an old idea of the kaiser's. It was he who used methods of war for which the world will never pardon him. Believe me, it causes me terrible pain to have to admit this.” When the interviewer pointed out to Harden that no protests against Germany's methods ev er were raised in Germany, Harden declared that even now not only the actors in the trag edy hesitate to admit Ger many's guilt, but that persons who have lost a brother or hus band in the war desire to cling to the belief that they have suf fered their share of bereave ment in a good cause; they think it would take away from the dignity of their grief if they recognize that the cause for which their country fought was criminal.
