Public and Private Methods Contrast ed —Organization vs. Aggregation. One controlling economic reason for opposing public ownership is that ev ery Individual In society prospers just In proportion as Industry gets the best there Is In human capability. On (he ether hand, government control and di m-lion never get anil In the nature of tliMgs never can get all there is or the b®; there Ts in human capability. Now the government may compete with private enterprise In getting ca pable men, but It Ims not thus far shown anything of the capacity of a privateenterprlse to assign the right m:ta always to the right place. The agency which In private enterprise succeeds so generally in eventually landing in the right place the right nun Is not simply good Intention or mere Intelligence, but the Intelligence ami Intention which constantly study th* enterprise In hand, which make It the one affair In life, constantly thought of aud planned for—an Intelli gence and intention, too, which are themselves as nearly as possible per manent. That kind of seeking, out and watchfulness few government depart ments possess. The men in charge of government departments may l>e intel ligent anl well intentioned, but they are In today and out tomorrow. The thing under them Is not their child. They never, as a matter of fact, get their hands and their minds fully into the work. The question is respectfully referred to the Union Theological seminary. We frankly confess that we do not know the an swer. to to People who live in glass houses •hould not throw stones. A James town (N. This means that only 2 per cent of New York’s 900 miles of street light ing could be provided for if all the garbage available were used for that purpose. If. therefore, as has been ad vocated, the public buildings and thor oughfares should be lighted by elec tricity secured through the burning of this commodity, it is surely up to the loyal citizens of New York to produce more garbage than they do at present. It is to be boned that this hint will be sufficient to Induce the taxpayers to net, for.
