ELOISE POUND.
Mrs. E. E. Pound and her charming
and accomplished daughter. Miss
Eloise, have returned from DeFuniak
Springs Fla., where they spent the
winter. To the delight of their many
friends, they will spend the summer
in .1 ackson. Miss Eloise will be quite
a valutble squisition to the M. E.

Charter Provision Touching
the Question of Taxes in
the City of Jackson.
Sec XXVIII. The mayor and
council have full power to elect at the
same time the other city officers are
elected three persons, freeholders,
residents of said town as assessors,
who shall hold the'r office for one
year unless removed by the mayor
and Council for cause to be judged of
by them. It shall be the duty of the
assessors to assess the value of the
real estate within tire corporate limits
of said town; said assessors shall
make return to said mayor and coun
cil. and the said mayor and council
shall place such assessment so return
ed in the hands of the clerk and treas
urer, who shall enter the same on his
book with other taxes, and the same
shall be collected as other taxes of the
town, provided that if any tax-payer
is dissatisfied with said assessment
of assessors he or she may appeal to
the mayor and council of the town of
Jackson, for a correction of said as
sessment within fifteen davs after the
assessor’s return has been com
pleted and handed in ns orovidea for
in this charter and the judgement of
the mayor and council shall be final
as to the assessment; provided fur
ther, that the mayor and rouncil shall
publish each year as early as practica
ple In a paper In which sheriff’s ad
vertisements are published, in the
town of J aek&on. this section and sec
tion thirty-eight.
Sec. XXXVIII. Be it further en
acted, That the said mayor and coun
cil shall have power to levy and col
lect from itinerant traders, who may,
directly or indirectly, by themselves
or others, sell any goods, wares or
merchandise in said town, such tax
as to them may seem proper; pro
vided, that no person or persons shall
be prohibited from selling free from
tax any number of books, maps,
charts or mathematical instruments
made in this State oi elsewhere with
in the sßid town.
Sec. XL. Be it further enacted.
That the mayor and council shall
make, or cause to be made, an early
assessment of town property, so that
the return of the assessors can be
completed and handed in by the first
day of April of each year and alter all
other returnp for taxation shall be
made, which in all cases shall be
made by the first day of May of each
year. Upon the return of the asses
sors being handed in as above pro
vided, the same mayor and council
9hall, by the twentieth day of May
thereafter, cause an estimate to be
made up and entered on the minutes
showing the gross amount of the in
come of the town for the fiscal year,
ascertain by the assessment of a tax,
not exceeding one-half of one per cen
tum on the taxable property of the
town, and a reasonable estimate of
the other taxes and sources of revenue,
and shall apportion and set apart the
same as follows : Ist. Reduction of any
debt. 2d. Street force. 8d Police.
4th. Salaries. sth. Contingent
funds; which several sums taken in
the aggregate shall not exceed the
amount of ire me from all sour
ces for the year in question. The at -
nual appropriations as made by the
council may be varied as to the a
mounts distributed to the several
heads at the first meeting held in Aug
ust and November. These variations
not to retroact on expired quarters,
and not to enlarge in any manner the
aggregate appropriations for the year,
and no money shall be drawn from
the town treasury except by the order
of the mayor or approved by the fi
nance committee, which order shall
specify the fund from which it is
drawn, and unless it so speciTes the
fund from it is to be drawn it shall be
void, and the said mayor and finance
committee shall be liable to the town
for the refunding af any amounts
drawn upon such orders, to be re
covered in an action brought in any
of the courts of, tnis State having
jurisdiction thereof, in the name of
the clerk and treasurer for the use of
the town, and twelve and one-half per
cent, of the recovery sha'l be his com
pensation ; and if he fails to bring ac
tion within thirty days, the said sums
may be recoverod of him and his

bondsmen at the suit of any citizen,
and no action brought under this sec
tion or right of action shall be settled
without the eonsent of the judge be
fore whom suit is pending upon the
exhibition of the facts, and such con
sent entered on the minutes.

The Ticks of Jamaica.
There are few flies or mosquitoes in
the island of Jamaica, but there are
swarms of the most villainous ticks,
which have to be guarded against con
tinually. To walk across a pasture or,
in fact, to step off a beaten path or
roadway is regarded as a very foolish
\erformance by a Jamaican. Stran
hrs usually begin by running head
long into danger and then repenting in
haste.
Charleston, S. C., was at first called
King Charles Fort in honor of Charles
I. Charleston was substituted for the
earlier designation in 1783.
