When we reud In the charter of Jackson that " The Mayorehall be the chief executive of said town ; he shal' see that all the laws and ordinances of said town are faithfully executed ..., and then we turn to his oalh which reads as follows: “I do solemnly swear that I will, to the utmost of my ability, discharge the duties of Mayor of the town of lack son, during my continuance In office, E help me God”, and again we read, “The Mayor and councilman shall be, to all intents and purposes, a justice of the peace ” and our vision falls next on the following fcowit: “Mayor Wall s bull dog made an attact on last Wednesday morning on two of my children who were pass ing along the street. Thursday morn ing I kindly requesteu him to keep bis dog confined, or I would be com pelled to kill hitn. His answer was: “If you kill my dog I will shoot you ’’ Asa law “abiding citizen 1 have re quested and do now request the town marshals to enforce the ordinance a galnst vicious animals running ut large in Jackson.—G. W. Kinsman.” Then we are forced toexclajm, what sort of a creature ft this which cir cumstance have alllioted Jackson with for Mayor. Of Court-* the people of Jackson do not take him seriously when he talks about shooting Mr. Kinsman, but What will the people say who are not acquainted with the aerial composi tion of our Mayor? S' " * * 11 It is with an unspeakable sadness that we chronicle the death of “Fair Play.” He was born on the 18th day cf April last. At the time of his birth he was suffering with an intoxication of the exuberance of his own verbos ity, but no'- with-star.ding thatdread ed malady he bid fair to live longer than he did. Poor fellow ! His memory will ever linger with us like the es sence of a gourd vine. He was sum moned to sit as a juror in the High Court cf Criticism, bnt on account of Ci.se of Carmichaelitis, from which hej'vas also suffering, thee viden *e be i.ig of such charaAer ns it was. he c llapsed under it. and gave up the ghost. His departure from this veil cf tears took place May 10th 1907 He has gone to that eternal home of ob livion where all such go who die with the disease that killed him. May the ideal of “Fair Play’s” standard of ‘trustworthiness” plant sw< at flow ers on his grave and water them with his repentent tears. Rest in peace “Fair Play.” By your side we will soon lay the bodies of “Subscriber” and “Another District Heard From” who, each, ara suffering from a mild attack of that fatal infirmity, Car michaelitis. R. Carmich ael go to them and say he wanted to sever his connection with the Jackson Bank ? 2nd Did he not sell his Jackson Banking-Go. stock, and then, after the National Bank was organized did he not advertise over his own signa t ire that the new bank was indepen dent of t le old tank? Has not Jackson grown to the necessity of a char.gein her Charter? Fifteen years age the conditions were quite different rom those of the present time. The only expense of government then w*p street working, which was very snrll and to pay for hire of two marshal's at SBS and S4O per month, respeiively. Our taxes thetas compared to the taxes of today, were a mere song. Taxes have grovo to be burdensome by reason of our public school system, water and light'debt, turee marshall s and their salaries increased to $60.00 and $55.00 and $45.00 per month. The marshall plum, is, since our wa ter and light debt arose, but of little consequence as compared to the treas ure’s pium and the tax assessor’s pudding. With a sinking fund cf SIOOO.OO per annum to be raised and Kept in the treasurer’s hand for thir ty years hip job becomes quite juicy. Suppose you calculate the compound interest at 8 % per year on the a mount raised by paying over to the treasurer, annually, slooo.ooand von can measure accurately the amount of sweating for the man who falls, by reason of relationship, heir to the job. With tax of $lB 75 m every thousand dollars worth < f prop erty you can readily see how impor tant it becomes who shall pass upon the value of your property. With a jamping-jack mayor undei our present charter, two members ot tne council become the bosses of the situation. They name the marshalls, the tax collector, ckrk and treasurei and.the tax assessors. Is it democratic to thus clothe tw> men with this power? Are not tl e marshals,Jftax-collector, cleik and treasurer and tax assessors servants of the citizens of Jackson? Do no tire citizens of Jackson carry the bin der) of their salaries? The supposi tion in that they do, though we must admit that many escape carryirn their just and equal portion. If they are the servants of the people why notice people elect them? In this resn/ict our charter should be so a tn/ded as that these officials wil hod their tenure of office directly fr-iin the people whom they serye. Tjo, we should elect a water and light borad just as we do our school board. What are some of the evils growing out of the council appointing the tax assessors? We refer you to the •‘Square Deal” circular which full) set forth the weakness of human tlesh to take care of its kindred. Take the assessment for this (1907) year and you find the Empire Buggv Go’s plant valued at only SOOOO.OO. O-t of its principal stock-holders J. H. Carmicha*J, is a member of the coun cil and one of the tax assessors, R. J. Carmiehat 1, is also a stock-holder Reader what do you say it is worth? Take fbr instance the post-office building wliict is rented to the U. S government for $290.00 per >e>ir, which is owned by J. R. Carmichael, and it is assessed at only SIOOO 00 The owner realizes 29% on the as>es sed vluo. Again: The First Nation al Bank building is assessed at $2500.00 and when they make a SWORN bank statement the ameunt stuted is $154518.552 Is this not enough to stagger the brain of one who loves a spuare deal? Car michael who is the president of the National Bank to the board of asses sors, ar.d he, too, is a member of the council. Let the people of Jackson rise up and demand that our Ghartei be so amended that wo will have no more of this jumping-jack mayor ad ministration, and thereby a du - cratic form of government.
