We are examined through our com mi the book and record of the \ai ous county officers and fi: u them kept as the law directs The Oordinarv, Clerk of the Supe rior C ml :md Sheriff report that no county funds have passed through their hacas since the February term of cour We also have the ; por* of the Count; I'reasurer whi'ch we hereto at tach as a part of these general pre sentrne- ts. We find the books of the County Commissioners neatly and correcily kept m and proper vouchers ou record for all warrants issued by them. We find that the Tax Collector has received no funds except- special taxes. We rind the Tax Receiver’s hook nicely kept and entirely in terms of the law. And find the property uni forma’ given in throughout the county iso we fin-1 the returns foi 1907 to be $1 882,981.00 We find the b -oks of tl e Justice o' Peace r hd Nota-Repablic Kept accor ding to law. But we cull their atten tion to Sec. 917 of the Criminal Code in reference to subpoenaing st ate w ii nesses and reccomend that, they com ply with same. W e find the Clerk’s books neatly kept and all papers filed and recorded as the law directs. We fkd from Jail Docket- two con victs serving out sentences in County jail and we trust that in the near fu ture there may be some law enacted under which criminals of ibis cl -ss. may be punished as they deser' - e. We find the court house well kept and in good condition. We find some broken lights. Wc find the Jail in good sanitary condition. We find some broken lights it; jail and floor needs some slight repairs and we receomecd that same be done, We find the public roads in as good condition as finances will permit. We find at the County farm two whites female inmates, also two col ored ones. We reccommend that the sheriff be paid 40cts per day for feeding a pris oner. , . Whereas the Grand Jury of Butts County State of Georgia now in sre gion has adopted a resolution, find inserted the game .lu its Gemral Presentments, recommending that the Commissioners of roads and reve nue? take such steps ns the law di rects for the County to float $50,000. |OO worth of bonds for o the purpose of bail ling roads bridges and paying the indebtedness of the County. The j bonds to run foa a period of 40 years, j retiring $1,250.00 n year with tire in terest until the whole amount : I have been paid leaving the details ! with the Oomifolssioners that is to I say, wait amount for roads and brid ges and what amount for indebted ness • We the undersigned members of ; said Grand Jury] ask leave to submit ! this our minority report protesting | against said resolutions and object ing to the same fur the following res • son : Ist That owing to the financial condition of the Oounty, we doom it unwise to float bonds for any pur pose except to pay the present indebt edness of the Oounty. 2nd That while we favor the Coun ty's paying its just debts, yet inas much as the cases against the County for the recovery of the present indeb tedness of the County, arts now pend ing in the highest Court of the State We feel that to fioat bonds for the purpose of paying the same before the said cases are financially adjudicated, would be premature . And wo are ad vised that to do so would be illegal and as the Grand Jury is an ariv rs ary body as to County matters, we should not advise the Commissioners of Roads and Revenues to do nn il legal thing. Brd. That we do not deem it best to place the disposition of this h mount of money in the hands of th. Commissioners of Roads and Reve nues, as is contemplated and stated in the said relolutions.
