The Arkansas railroad commission
ordered railroads operating in the
state to use three brakemen on freight
trains of over twenty-five cars. The
railroads objected to the order on in
terstate trains. commission, how
ever, ruled that trains must have full
< ews to the state line.
Chris Rochroff. a Greek, was arrest
ed at St. Louis, Mo., on an indictment
charging him with embezzlement as
bailee, the allegations being that he
secured about SIO,OOO from a number
cf Greek laborers who frequented his
saloon and gave him practically all
their wages to keep for them.
Because Georgia Devortoria, of Mc-
Keesport, refused to deposit $2,000 in
a specified place, members of an al
leged "Black Hand” society dynamit
ed his residence. The house was
tartly wrecked while a neighboring
house was damaged. Many were
hurt. •
Seven are dead and over a score
injured in a wreck on the Missouri-
Baeific Railway near Lamont Mo.,
Washington.
One of the most sweeping orders
ever issued in the New York navy
yard forbids giving out any informa
tion regarding the work on the 20,000-
ton battleship to be started soon.
Even the date of laying the keel will
not be given out.
Orders nave been given by tne war
department that during coast artillery
service practice all emplacement doors
and windows of the battery that is
fired will be kept open. This is
stated to be simply a precautionary
■measure and intended to prevent the
■ oosening of the door hinges and the
1 reaking of windowpanes if these are
closed.

United States and Germany asking an
extension of the time limit beyond
August 28 when the new patent lav
is to go into effect, have proved tu
availing. „ This law provides that fo;
eigners who obtain British patent
must manufacture the patented good
on British soil.

To Make Complaints a Duty.
The Railroad Gazette cites inci
dents to show the opposite results
of complaining generally about an
abuse, but refusing to make specific
•complaint at headquarters, and of
promptly making reports to headquar
ters. The incidents are such as may
have come to the notice of any one
who travels much on railroad trains.
The argument is all in favor of mak
ing complaint and helping to im
prove the service.
The average American, though how
ever angry he may get over impo
sition or Insult by the employe of a
railroad company, is loth to take any
action which may cost that employe
his job, and, after the first burst of
wrath, lets the matter slip—to the
hurt of the service and the inevitable
repetition of the offense at the expense
of someone *alse. Some complaints
are entered at headquarters, it is
true, but no one will contend that
such is the case as often as it should
be. The Railroad Gazette unques
tionably takes the right attitude in
the matter, but it cannot hope to make
many patrons of the railroad agents
for the cultivation of courtesy among
employes.—Buffalo Express.
