GENERAL
PRESENTMENTS
Grand Jury Butts Supe
rior Court, August
Term, 1908.
We, the Grand Jury, empanel
ed and sworn for August Term
of Butts Superior Court, 1908,
beg leave to make these, our
General Presentments:
We have, through our commit
tees, examined the books of our
various county officers, including
the J. P. dockets, and find them
neatly kept, and so far as we are
able to determine from the limit- !
ed time at our disposal, in ac
cordance with the law.
The reports of County Treas
urer and Tax Collector are here
to attached, with request that
they be published with these
Gen era 1 P resentments.
We find on the Poor Farm
three inmates, two colored and
one white. We hear no com
plaint as to their treatment. We
find three thousand bundles of
fodder, two thousand pounds of
hay, live head of hogs, five head
of cows, two mules, one two
horse wagon, one mowing ma
chine and rake, ten bushels of
corn, thirty bushels of wheat.
We find eighteen acres in cotton,
twenty-four acres in corn, eight
acres in hay. The crop has the
appearance of being well worked.
We find the Courthouse need-
some repairs. We find two
windows with bottom sill rotten,
and the putty out of several of
the windows. We find the
frame under the bell on the
clock rotten.
We find the Jail in very pood
Condition, except a pair of steps
on the outside end, one pair on
the inside, and the roof in need
of repair.
We find the Sheriff’s books
kept in accordance with the law.
We commend Henry Thomas,
the Janitor, for his faithful ser
vice.
We find from our examination
of the Tax Digest, that there is a
shortage in our tax returns of
$48,000 and there is a shrinkage
of the acreage of land returned
for taxation between the years
1907 and 1908 of some 4000 acres,
and between the years 1904 and
1908 of more than 9,000 acres,
and we recommend the County
Commissioners to employ some
one to search the cause of said
shrinkage, and also who are de-
faulters; and we recommend the
Commissioners rigidly enforce
the law in regard to double tax
ing defaulters.
We recommend that the road
commencing between Mrs. Tay
lor’s place and leading by W. D.
Crawford, s, and intersecting the
Griffin and Jackson road near
Collins’ place be made a public
road.
We recommend that the road
leading from Beulah church and
intersecting the Thomas Ferry
road be made a public road.
We recommend that the lower
road leading from Flovilla to In
dian Spring be worked and
widened.
We recommend that the rock
in the public road from Price’s
old mill to Griffin and Indian
Spring road be blown out.
We recommend that the rock
at the Douglass ford on the west
side of Sandy Creek on the road
from Flovilla to Smith’s Ferry be
blown out.
We find several of the minor
bridges in the county badly in j
need t>f repair, and we recom
mend the Commissioners have
them repaired at once or take
them out of the road.
We recommend that jurors and
bailiffs be paids2 per day; riding
bailiffs $3 per day.
We find from examination of
our docket, that nearly 60 per
cent of the cases before this term
of court arise from carrying pis
tols. We request our Repre-
sentative in the General Assem
bly to use his influence to have a
law passed to prohibit the sale of
any weapon that may be con
veniently concealed about the
person.
We recommend our County
Commissioners ascertain how
many convicts would be appor
tioned to us, and if they can
work them to advantage on our
public roads, apply for them.
Information has come to our
body of the evidence had before
the committee appointed by the
Legislature to investigate the
convict lease system of our state,
We are greatly shocked at the
shameful, inhuman and cruel
treatment inflicted upon the un
fortunate convict in custody of
the lessees. Said treatment is a
disgrace to our state and a blot
on the good name of our people.
Therefore, we recommend that
our Representative do all in his
power to abolish said convict
lease system now in vogue.
We recommend B. C. Ward N.
P. Dublin district
We recommend W. D. Hencely
N. P. Indian Spring district.
i We recommend E. G Robison
N. P. Jackson district.
We find that the County Com
missioners bought one mule from
Mr. T. J. Williamson and paid
for same with county warrant,
and that the Jackson Mercantile
Cos. cashed said warrant. We
recommend that the County Com
missioners sell said mule and
take up said warrant.
In taking leave of his Honor,
E. J. Reagan, we desire to ex
press our appreciation of his
uniform kindness to us and to
thank him for his able, strong
and comprehensive charge to the
Grand Jury.
Our Solicitor General, Hon. 0.
H. B. Blood worth, not having
been a candidate for re-election,
this is his last term as Solicitor
General. As prosecuting attor
ney he has been prompt, cour
teous, fearless, able and success
ful. He has discharged the
duties of this responsible office
to the satisfaction of the law
abiding citizens, and our very
best wishes go with him as he
retires from the office. We wish
for him a long and useful life, a
life full of health, happiness and
prosperity.
We desire also, to thank our
Bailiff, Mr. Wilkerson.
We recommend that these Gen
eral Presentments be published
in each of the county papers,
and that they be paid $lO each
for same.
Respectfully submitted,
R. D. Ogletree, Foreman.
J. T. Goodm/vn, Clerk.
Ordered that the foregoing
General Presentments be entered
on the minutes of this court and

(Continued from page 4)
county, is the building of the
Interurban Railway from, Griffin
to Monticello, Mansfield and
Social Circle. Connected with
the Atlanta & Macon Interurban
at Griffin, from Griffin through
Jackson to Indian Spring, will be
the neck of the funnel. It is in
tended to connect with the Flo
villa & Indian Spring road at the
Camp Ground, and with the new
line now being built at Bibb.
At the river it will connect
with the boats on Lake '“Alcova”
and on to Monticello, etc., by
track on that side.
Now, brother, dont put on that
doubtful smile and pass it by as
a joke. If I live a few years
longer, I expect to be able to get
on an electric car any day at
Indian Spring, Jackson or Flo
villa, ride to the river, take a
boat and picnic at either Newton
Factory Shoals, on Alcova, or In
dian Fishery, on Yellow River, or
at Mann’s Bridge on South
River and return in the afternoon.
If you dont believe it, file this
paper and watch and see what
calamity is to befall us to prevent
it. We will take you on the pic
nic Mr. Editor.
Yours for work to accomplish.
W. F. Smith.
