M ORGANIZATION.

Be i! ordained by the Mayor and Coun
cil of the Town of Pepperton, audit
is enacted by authority of the same;
Ist. That'the Council of the Town of

streets of said Town.
DUTIES OF OFFICERS.
Be it Ordained by the Mayor and Coun
cil of said town of Pepperton and it
is hereby enacted by authority of'the
same:
Ist. That it shall be the duty of the
Clerk of the Council to attend all the
meetings of the Council and to keep a
correct record of all the proeedings of
the council. It shall be bis duty to
issue all License and record all Ordi
nances and By-laws on the minutes of
the Council. He shall keep a book of
minutes and License book wlncn shall
show all Licenses issued by him, to
whom and for what amount of money,
and an Ordinance book on which all
Ordinances shall be recorded. It shall
be his duty to pay over to the Treasurer
all moneys collected as soon as same
comes into his hands, it shall be his
duty to issue all fi fas. for unpaid tax ,'s
and tines and forfeitures. The said
Clerk shall make a report to the Coun
cil at each meeting of his acts and do
ings.
2d. It shall be the duty of the
Treasurer to receive and receipt for all
moneys of the Town and pay out such
moneys as the Mayor or presiding of
ficer shall draw his warrant for. He
shall keep a book showing all his ac
counts and shail preserve all orders and
vouchers paid off by him.
3d. It shall be the duty of the Mar
shall to keep the peace, to arrest all
offenders against the Ordinances of said
Town, to collect all fines imposed by
the Mayor or Mayor pro tem. ami to see
that sentences imposed by said officers
are duly executed. It shall also be his
duty to levy all fi fas. placed in his
hands for execution advertise and sol i

make a correct return of same to the
Mayor and Council. For his services
in collecting fi fas. he shall receive the
fees prescribed by law and for his other
services he shah receive Seventy-five
per cent, of the fines imposed upon
offenders against the municipal laws.
4th. It shall be the duty of the
Mayor to preside at each meeting, to
try and punish offenders as prescribed
in the Charter of said Town.

absent, disqualified or for any other

Bd. That it shall be unlawful for any
person or persons to shoot any kind of
firearms, guns, pistols cannon crackers,
roman candles, firecrackers or any
other kind of fireworks within the cor
porate limits of said Town shall he deem
ed guilty of disorderly conduct and on
conviction shall be fined not less than
$3 nor more than $25 or work on tin
streets not less than 6 days nor more
than HO days or be confined in the cala
boose of said town not less than six
days nor more than thirty days, one
more or all of these in the discretion of
the Mayor.
4th. Any person getting bn or off a
moving train shall on conviction, be
punished as prescribed in the first par
agraph of this section.
sth. It shall be the duty of each
person to to leave plenty of room for
the scavenger cart to pass around and
between all closets and all persons vio
lating this Ordinance shall be punished
as prescribed in paragraph one of this
section.
fith. That it shall be unlawful for
any hogs, cattle, horses, mules or any
other domestic animal to run at large
on the streets or elsewhere within flic
corporate limits of said town and if
same are found running at large it shall
be the duty of the Marshal to impound
them according to law. It shall also
be unlawful for any person or persons
to keep a hog or hogs in a pen within
the corporate limits of said Town, or
any other stock so as to be offensive or
endanger the citizens of said Town.
7th. It shall be unlawful for any
person to maintain a gaining house or
house where betting is carried on, or a
house where liquor, hops, bitters and
other intoxicants are kept either for
sale or otherwise, or a house where
near beer, soda, water, Coca Cola or
other cold or hot drinks are kept either
for sale or otherwise and any person
found guilty of participating shall be
deemed guilty of misdemeanor and
shall be dealt with in the Slate Courts.
Bth. That it shall be unlawful for
any person or persons to obstruct the
streets or sidewalks of said town,
throwing filth on the streets or side
walks, leaving dead carcasses on the
streets or sidewalks of said Town, or
anyw here within the cnrrrale lim
its of said Town or obstructing the
streets or sidewalks in any way or
manner shall be deemed guilty of dis
orderly conduct and on conviction shail
be punished as prescribed in paragraph
one of tins section.
9th. That it shall be unlawful for
any chickens, geese, ducks, turkeys or
any domestic fowl to run at large

10th. That it shall be the duty of
the Marshal to kill or have killed all
dogs found affected with hydrophobia
<m the streets or elsewhere within the
corporate limits of said town, and any
person refusing to let such dogs be
Killed shall on conviction be punished
as prescribed in paragraph one of this
section.
11th. That it shall be unlawful for
any person or persons to drive a hors?
or horse and vehicle recklessly through
the streets or elsewhere within the cor
porate limits of said town, and any per
son or persons violating this ordinance
shall on conviction be punished as pre
scribed in paragraph one of this section.
12th. That it shall he unlawful for
any person or persons to idle, loiter or
loaf upon the streets in or about public
places or elsewhere in flic corporate
limits of said Town, and any person
violating this Ordidance shall on cqy
viction be punished as prescribed in
paragraph one of this section.

That said taxes are hereby levied for
the use of said Town, and it shall br
unlawful for any person, firm ir cor
poration to engage h. a-;, business
hereafter name 1 without, first having
chained license from tho Clerk <>!
Council, for which lie, she or they
shall pay the so hi sped 4'd in such
cases. Provided that all old Confed-
Soldiers and ail others exempt under
the State laws, shall net be required
to pay said license.
Ist. Each head of a family shall pay
• mi'ery Tax of 21-2 cents per week,
collectable monthly.
2d. Each person, firm or corporation
engaging in a mercantile business shall
pay a tax of SIOO.
3d. Each person, firm or corpora
tion running a shooting gallery shall
oay a tax of SSO.
4th. Itinerant vendors of proprietary
iad patent articles shall pay a tax to
,>e fixed in the discretion of the Mayor.
sth- The proprietor of each pool or
nlliard table shall pay a tax of S2OO.
6th. The proprietor of each livery,
eed or sale stable shall pay a tax of $25.
7th. The proprietor of each lunch
tand shall pay a tax of $3.
Bth. Each circus shall pay a tax of
>2O per day; each sideshow accompan
,n r sanii, a tax of $5 to sls in the dis
cretion of the Mayor, and each show oi

9th. The proprietor of each barb?
shop shall pay a tax of $3 for each chai
used, whether in shop or dwelling.
10th. The proprietor of each meat
market or meat wagon shall pay a ta>
of $5. This shall not apply to persons
selling meat of their own raising.
11th. Each person, firm or corpora
tion selling Coca Cola, soda water, cold
or hot drinks shall pay a tax of $5.
12th. The salfe of cider, wine and
any and all intoxicating drinks arc
absolutely prohibited.
13th. Agents seeking hands or hiring
people to leave the Town of Pepperton
shall pay a tax of SSO.
14th. The owner of each one-horse
dray shall pay a tax of $8 and each
two-horse dray shall pay $5.
Any person, firm or corporation fail
ing or refusing to pay the taxes levied
under this section shall be punished by
ta fine not less than the amount of th
axes and cost and not exceeding SIOO
or be imprisoned in the calaboose of
said Town not less than 10 days and
not longer titan six months, or sen
tenced to work on the streets of the Town
of Pepperton not less than 10 days and
not longer than six months, one more
or all of these in the discretion of the
Mayor. In addition to this pimidi
ment the Clerk of the Council shvll

party as other ti fas. are issued for

shall be placed in the hands of the
Marshal and he shall proceed to exe
cute said ti fa. as other ti fas. are exe
cuted to-wit: By levy and sale of
enough of the offending party’s prop
erty to satisfy said li fa.
It shall be the duty of each person,
firm or corporation to apply to the
Clerk of th? Council and pay the taxes
specified in these ordinances and pro
cure a license on or before February Ist,
1909, and pa lies commencing busi
ness after that time must procure said
before they open business, and
any party who fails or refuses to com
ply with this ordinance shall be sub
ject to the penalty named above.
Be it further Or darned by the authority
aforesaid,
That all Ordinances and parts of Or
dinances in conlliet with these Ordi
nances be, and and the same are hereby
repealed.
