the farmers at one per cent a
month for four months, thus pla
cing them in more distress at the
expiration of the loan than they
were before.
The government has followed
the Sub-Treasury plan in estab
lishing the regional banks, but
the difference in the system is,
that the regional banks were es
tablished for the use of member
banks, whereas the Sub-Treasury
was proposed for the benefit of
the producer. The government
could easily aid the farmers to
carry the present cotton crop at
a very nominal rate of exchange
without valorization and without
the possibility of loss under this
plan.
By the issuanee of cotton cer
tificates non-interest bearing and
legal tender for debt direct to the
farmer who held his cotton in
bonded warehouses to the extent
of seventy-five per cent of its
market value, the farmer’s dis
tress and the cotton crisis would
be relieved. No one would object
to this except the banks. Their
objection would be strenuous, but
this government should exist for
the good of the people and not
the banks.
Profit has been always another
word for patriotism, with the na
tional banks. The time has come
when the government should do
something for the people. If the
federal government refuses to
enact such remedial legislation,
it should at least repeal the ten
per cent tax on state issues and
permit the States to carry out a
direct plan for relief. If the great
