This important work, now con
trolled by : the State, demands
some decisive action by the legisla
ture. The direct pecuniary inter
est involved in this property is large
and the incidental interest resulting
from a wise and energetic*' man
agement of it's businees, seem, to
my mind; to promise incalculable
benefit to that section penetrated
by this road. It would he dffficuft to
find a section which embraces a
wider range of production, or which
posesse* such posibilities of profita
ble development. Favorable' rates
of transportation, and Auch general;
'and permanent encouragement as a
great line like the Macon and Brun
swick road could give to indiistral
enterprise in all the teritory within,
easv reach of it, would add largely
to the value of such property, and
thosands to our population. It will
I>F. for the Legislature to determine
whether these desirable results can
be expected as reasonably while the
State holds the road as property, as
could he looked for if it was under
the control of t]ie parties who were
as private individuals.

ownership of the railroad property,
it is questionable if such owner
ship, under all considerations, is a
wise policy. To my mind, nothing
is clearer than the wisdom of sim
plifying and restricting the duties
arid obligations of government. The
great work to be accomplished is the
protection of life qnd property.
Whenever the Commonwealth at
tempts to act the part of a property
holder, entering into competition
with private individual enterprises,
we may look for such complications,
and increase of expenditure, and
enlargment of State patronage, as
will embarrass the success, if it does
not threaten the purity, of adminis
tration.
it is a question of large import,
which is before us for solution, how
soon, and on what terms should the
State relinquish to the citizen all
proprietorship in such property. It
is a question that, to my mind, has
long baen settled, that not a dollar
• hould he drawn from the pocket of
ihe taxpayer that could, with a wise
economy, be left there; and that an
interest-bearing debt is no benefit to
any State that owes it, and the soon
er a public debt is extinguished,
when there are assets to pay it, the
better is the public interest. Feel
ing and believing this, I am pre
pared to advise a long lease or the
sale of the Macon and Brunswick
kailroad, under such restrictions as
will secure the State against loss,
and protect the citizens against
oppressive rates of transportation
