Debs’ First Lieutenant, 3lr. Howard,
Traveled Like a Lord.
A Chicago dispatch says: George
W. Howard, vice president of the
American Railway Union, and widely
known as the first lieutenant of Debs
in the great 6trike last July, recently
lost a pocketbook containing forty
annual passes, and he advertised for
them. The passes Avere over all the
leading railroads, and among them wa6
a Pullman pass. The passes Avere
subsequently found and safely re
turned.
The news of Howard’s loss was a
great shock to laboring meu. They
recalled that Mr. Howard often scored
labor leaders who were so faithless to
their trusts as to receive subsidies from
railway managers in the shape of free
tickets. He was especially severe on
Labor Commissioner Carroll D.
Wright for having a Pullman pass.
A Solid Company This.
It is stated that the report of the
American Cotton Oil Company, for the
fiscal year ending August 31, 1894, to
be submitted at the stockholders’ an
nual meeting at New York on Novem
ber 1, 1894, will show that the com
pany, during the year, paid oft' about
$250,000 of its bondß, all of its inter
est charges, 0 per cent, dividend on
its prefeyed stock, ami earned in ad
dition a small surplus on its common

A cablegram received at Wasbiug
ingten Monday morning by the de
partment of state from the
Charge de Affairs De"br, id PekiD,
stating that the Reports of danger to
foreign residents at Pekin are greatly
exaggerated; that there had been only
one attack upon the Americans and
that was a very insignificant affair,and
was followed by prompt pthlishmeutj
and that an imperial proclamation had
been issued to the local authorities nil
joining the protection of foreigners.
Judge McC'ohias, of the district su
preme court, Friday denied the appli
cation of the Miles Sugar Manufactur
ing Company, of Louisiana, for a man
damus to compel Secretary Carlisle to
appoint inspectors to ascertain the
sugar production of the company. The
object of the suit, it is understood,
was to test the legality hi the recent
repeal of the 6llgar bounty provision
of the McKinley law, and also to lay
the foundation for an appeal to con
gress for the payment of the bounty
for the current year.
The officials of the bUreftU of engrav
ing and printing express the opinion
that the losses of postage stamps by
the thefts of Smith and his confeder
ates will not exceed (*1,200 or $1,500.
Up to thin time live postmasters in
different parts of the country have
made complaints of shortages in the
invoices of stamps shipped them, but
in each case the loss was very small.
It Is expected that by the middle of
the coming week they will have re
ceived reports fTom all postmasters
whose shipments of stamps could have
been tampered with,

B. S. \ incent, United States mar
shal for the district of West Virginia,
at the request of the attorney-general,
has resigned and D. Garden has been
appointed to the vacancy. Mr. Vin
cent was appointed in 1893, In Sep
tember last Vincent and several depu
ties were present at a political meet
ing at Wayne, W, Na. At the conclu
sion of the address, which did not
please him, Vincent arose to reply,
whereupon many of the audience left
the hall. This seemed to have an
gered N inCeilt and an altercation arose,
which culminated in an affray, during
which one man was killed and three
others wounded. The marshall and
his deputies were arrested and are un
der bond to await the action of the
grand jury. Complaints have been
made to the attorney general that
twice before Vincent or his deputies
had been guilty of creating disturban
ces at political meetings at Blnefield
and Huntington.
Expenditures and Receipts.
Otiicial figuVes obtained from the
treasury books show that tip to last
Monday the expenditures for the fiscal
year have exceeded the receipts $9,-
500,000. For the corresponding pe
riod of 1893 the expenditures exceeded
the receipts $22,500,000. The annual
report of the commissioner of customs
to the secretary of the treasury con
tains the statement that the “under
mentioned districts and ports reported
no transactions” tluring the fiscal
year ended June 30, 1891. In
the appended list are the follow
ing: Annapolis, Md. ; Apalachicola,
Fla.; Atlanta, Ga. ; Beaufort, S. C.;
Brunswick, Ga.; Chattanooga, Tenn..;
Cherrystone, Ya.; eastern Maryland;
Fernandina, Fla.; St. Augustine, Fla.,
St. Mark’s, Fla. ; St. Mary’s Ga.;
Georgetown, S, C.; Stonington, Conn.;
Natchez, Miss.; Newport News, Ya, ;
Pamlico, N. C. ; Pearl River, Miss.;
Pensacola, Fla.; Petersburg, Ya.;
Richmond, Ya.; Rappahannock, Ya.,
and Teche, La. All the ports named
have a collector, and many of them
deputy collectors and clerks. The
collectors either receive a stated salary
or fee compensation.
Ronds Not Subject to Tax.
Felix A. Beeves, the solicitor of the
treasury, has rendered a decison which
will be of interest to every citizen of
Georgia. It was rendered at the re
quest of Mr. B. G. Clark, of Borne.
Mr. Clark wrote to Secretary Carlisle
stating that the county commissioners
of Floyd county proposed to issue a
certain amount of county bonds, bear
ing a low rate of interest, in denomi
nations of five, ten and twenty dollars.
One of the purposes in view in issuing
these bonds was the intention of using
them the same as local currency. Mr.
Clark inquired whether such action
would conflict in any way with the
United States banking laws. Mr. Car
lisle referred the letter to Mr. Beeves,
who advised the secretary that no stat
ute of the United States prohibits the
issuance of county bonds in any de
nomination. According to Mr. Reeves
any county has a right to issue bonds
when not iu contravention to the con
stitution of the state. As to the state
bank tax of 1875, Mr. Beeves says that
the word “county” is not enumerated
among the corporations, persons, firm,
association, state bank or state banking
associations, and, therefore, county
bonds are not subject to the 10 per
cent tax.

California.
The Coastbound overlaud train, dut
at Sacramento, Cal., Friday uight,waf
held up by two masked men about sii
miles below the city. The robbers,
armed with revolvers, compelled the
engineer and fireman to accompauj
them to the express car, where Mes
senger Page was told that if he dio
not open the doors the engineer and
fireman would be shot. Page, how
ever, at first attempted resistance
and fired twice, but, fearing
that the trainmen would be killed,
ho let the bandits in the car, when
they secured four bags of gold, con
tainiug about $1,500. The robber'
then uncoupled the engine and afte:
running it toward the city a short dis
tance, reversed it and jumped off

board.
A freight train Oil the Chesapeake,
Ohio and Southwestern railroad, going
east, was wrecked two miles west of
Newberne, Tenn., early Monday morn
ing-. The engineer, McCain Kileohn,
the fireman and a brakemau named
Colbe, were dangerously injured. The
train was wrecked by unknown per
sons, who placed a tie on the trestle.
The Paidc Hill, Mass., mill resumed
work Monday with almost the usual
complement of 1,500 hands. This re
sumption is due to the vote of the
strikers to retitf uto work; The sched
itle is fifty-eight hours a week, and
even under the cut in wages the hands
will earn more than before the mills
closed eight AA'eeks ago.

dispensary matters at Greenville,S.C.,
which will lead to more complications.
Warrants were issued for the arrest of
a number of citizens and some of the
police, Avho Avere present at the time
the attempt was matlo to search Sol
Edel’s house. The Avarrants will be
executed at once and tlio old s-jre will
again be opened.
A disastrous fire broke out Monday
in the feather, avool and jute shop of
Cline & Bernheim, at Nashville.
The building, together Avith its con
tents, Avas destroyed, entailing a loss
of about $20,000. The hardware store
of Dudley & Black and L. H. Hitch
cock & Son, on either side, were badly
damaged by water and smoke. The
total loss will nrobably amount to
$50,000.
Monday Emperor V/illiam unveiled
the monument erected at Wiesbaden,
Prussia, to the memory of his grand
father, Emperor William I, and in the
evening he opened the new royal the
ater, erected by the town at a cost of
4,000,000 marks, and granted by the
emperor a subsidy of 250,000 marks
yearly. The beautiful watering place
was crowded with enthusiastic Ger
mans to witness the ceremonies and
the town was brilliant with holiday
bunting.
CHINA WANTS PEACE,
But tlie Victorious Japs Refuse all
Overtures.
The Central News (London) claims
to have the highest authority for the
statement that overtures looking to a
declaration of peace between China
and Japan were made a few days ago
but that Japan rejected the proposals,
considering them inadequate.
According to the Central News,
however, there is every reason to be
lieve that the proposals were eminently
satisfactory to China, and that her
representatives signified a willingness
of their governments to acquiesce in
them.
THE JAPANESE PARLIAMENT MEETS.
The Japanese parliament, which was
convoked for a seven days’ session, to
consider war measures, met at Hiro
shima Monday. Count Ivusumoto was
elected president andM. Shimada vice
president.
THE PALACE DIVIDED.
The imperial palace at Pekin is said
to be divided by two factions, con
tending, the one for peace, the other
for war. The war party consists of
the Emperor, the Imperial Tutor Ung-
Tungho, and Olohopu, director of the
board of war. On the side of peace
are the Empress Dowager, Prince
Kung and Li Hung Chang.
AN INSANE MOTHER’S DEED.
She Sets Fire to the House and Holds
Her Children iii the Flames.
Mrs. Jennie Harrigan and her three
children perished by fire in a barn
upon their farm in the outskirts of
Elizabeth, N. J., Monday. The resi
dence was also burned. The husband
and father was absent at the time of
the calamity. The general belief is
that Mrs. Harrigan became suddenly
insane and set the house on lire, and
that she then took her children and
went into the barn, and, locking the
door, set it on fire. As the flames be
gan to close around them, the mother
gathered the children about her aud
held them there until they were over
come. The eldest of the children was
six years of age aud the youngest four
teen months.
Split at Fall River.
The weavers, at a meeting in Fall
River, Saturday, voted 875 to 75 not
to return to work. The carders voted
to go to work 290 to 94.
