IRE WHITE 10
NEGRO GONVIGTS
PUNISHMENT MUST LEAD TO RE
PENTANT SPIRIT OR JAIL
SENTENCE IS USELESS.
It Is Up to the Peple of Georgia to
Change What They Think Is
Wrong.
The business of the state is to
make bad men better, and not make
bad men worse. Surely tho bad man !
must be shown; all bad men are from'
Missouri, but the punishment which
does not lead to a repentant spirit 1s
sccmss. That is the i. mi of
nient we want in Georgia, and
ought to be administered in the same
spirit as a parent
punishment to his child —not for ven
geance, but correction. The same
principles which guide the natural
father in whipping his wayward boy
ought to actuate and control this
common parent of us all —the good
and the bad.
It is time we people were bestir
ring ourselves. None of us .would
willingly degrade still further the mar.
who has lost out in life's battle. Wt
believe in bringing the criminal tc
his senses, and if a term in the con
vict camp will do this the state is do
nig the right thing not only by sc
ciely, which needs protection, bu;
also by the criminal. The interests
of society and the criminal are pretty
much the same. This does not mean
that society should give him his free
dom. That would amount to a li
cense to commit further depradations.
But what is best for the man is bes.
for society. We want to bring him
to his senses, to show that it is much
easier to do right than it is to dc
wrong, to help him in his battle to re
gain his self-respect and, when pun
ishment is necessary, to inflict tha.
punishment, not for the sake of vin
dicating the majesty of the law, fo.
that is tommy rot, but for the purpose
of helping the fellow who has gone
wrong to realize his responsibiiitiet
towards his fellow-man.
There is nothing prejudged in thi:
article. It is up to the people o
Georgia to change what they thin.-,
is ’ wrong. In setting forth the foi
lowing facts and incidents no one i:
criticized. If the reader thinks con
ditions ought to be changed, .let him
blame himself because they have not
been changed already. This is writ
ten not in criticism, hut in absolute
confidence in the rank and file, in
their good judgment and common
sense.
Now look around you. You put a
man in the convict camp to serve a
term at hard labor. This is to pun
ish that man for a crime, you drest
him up in stripes. For the most par'
you him in chains to hmde;
h's freedom in getting about
At n'ght you lock him up
In a little wagon, bound about
in iron, with as many as fifteen c
his fellow prisoners. You work hit:
from dawn till dark. You stand ;
man with a gun over him. And yo.
call this punishment, and hopa thai
when his sentence is done he wil
not give any mote trouble.
In most of the convict camps the
aegroes and "whites work side by side
iu every camp the man who has com
mitp-,1 only a small offense’ is in tli
constant association with the ini;,

years old a .lit an-it IKt of the worst
type. He had induced two young
boys to join him who before he had
come in their mid J had determined
on a better life. In another county,
a white man and a negro got into
a tight. The white man knocked the
negro down with his shod. Both
men wore whipped, the wlifc man
and the negro. * of the men. who

j life sentence, warned him not to, be

Now. isn't this true? Vnder condi
| tions of this kind, the best will fall
| to the level of the worst, and the pun
ishment which you intend to make
I had men better does exactly what
| you don't want it>to do. Ought not
j prisoners of the better type be sent
] to one county, and tho*e of a worse
| type sent to another county? Ought
j not the white men be everywhere
separated from the negro prisoners?
Go out to your convict camp and see
for yourself. You are running that
camp. Is it being run so as to make
the bad man good?
