Important Step Taken in Extension
Of Great System—Regulations in
r Full—Will Be of Benefit to
Jackson’s Merchants.
In view of the great amount
of interest man Tested in the
new parcsl post regulation
which will go into effect July
1, providing for the sending
of parcels collect as well as
prepaid, the regulation is pub
lished in full herewith and
may be preserved by those
interested, and this will in
clude several of Jackson’s en
terprising merchants who do a
large mail order business, as
well as others interested, in
this popular method of trans
portation of merchandise.
Under the terms of the new
regulation a parcel may be sent
collect by paying the amount
of postage required, together
with a fee of 10 cents, this fee
to serve as an insurance fee as
well as for the purpose of hav
ing the value of the article and
the charges collected.
C. 0. D. tags will be 'fur
nished and the full value of the
article mailed must be desig
nated on the tag. The charges
embracing the 10 cents fee,
the postage and the charges
for remittance by money order
may also be included and
must be if they are to be
collected by the addressee.
C. O. I), Packages will be
handled only between money
order offices and will be col
lected and delivered just as
other parcel post packages, by
parcel post wagon or through
the carriers. The new amend
ment to the parcel post regu
lation, designated as section
66, is as follows:
Sec. 66. The sender of a
mailable parcel on which the
postage is fully" prepaid may
have the price of the articlt
and the charges thereon col
lected from the addressee on
payment of a fee of 10 cents in
parcel post stamps affixed,
provided the amount to be
collected does not exceed SIOO
-a parcel will be insured
against loss, without addition
al charge, in an amount
equivalent to its actual value,
but not to exceed SSO.
1 2. The sender of a collect
delivery (C. O. D) parcel will
be given a receipt showing the
office and date ot mailing, the
number of the parcel and the
amount due him.
3. AC. O. D. parcel will
be accepted for mailing only
at a money order office and
when addressed to a money
order office. Money order
offices are designated in the
parcel post guide by an aster
isk (*) or a (f). The post
master at the mailing office
will be held responsible for
the postage required for the
return of a parcel addressed to
,i non-money-order office.
4. It aC. O. D, parcel is
received at a non-money-order
office, the postmaster will noti
fy the office of mailing of the
amount of postage required
tor its return. The post
master at the office of mailing
will ascertain from the sender
whether he desires the parcel
returned or delivered without
collection of the charges. It
the sender notifies him in
writing that the parcel may be
delivered without collecting
the charges, he will attach the
order to the office coupon and
notify the postmaster at the
office of the address to that
effect.
5. The 0. O. D. tag must
show the amount due the
sender, the money order fee
necessary to make the remit
tance, and*the total amount
to be collected. It should be
securely attached to the par-

will be treated as ordinary
mail until it reaches the office
of address where on payment
of all charges, it will be de
livered to the addressee or, un
less otherwise directed bv the
addressee, to the person, firm
or corporation in whose care
it is addressed, or to any re
sponsible person' to whom
addressee’s ordinary mail is
customarily delivered. A re
ceipt for the parcel must be
obtained on the tag attached
thereto.
6 A receipt sigmd by a
person other than the addressee
must show the name of the
addressee as well as that of
the person signing it. A sig
nature made by mark (X)
must be attested by a reputa
ble witness.
8. An employe must re
ceipt for the total number of
parcels given him for delivery.
This receipt will be surrender
ed to him either on the return
of the parcels or the receipted
tags and the total amount to
be collected.
9. The receipted tag will
be considered as the ad
dressee’s application for a
money order for the amount
due the sender.- A money
order will then be issued,
-tamped C. O. D., and mailed
to the sender in a penalty en
velope by the postmaster, who
will enter on the tag the num
ber of the money order, the
amount and date of issue, and
file it with other raOney order
applications. No return re
ceipt will be furnished the
sender, as the money order

until it has been receipted for

11. A parcel may be for
warded, in accordance with
section 46, without the pay
ment of an additional C. O. D.
fee. When so forwarded a
duplicate tag should be filed
showing the office to which it
is forwarded.
12. The records of C, O. D.
parcels must be preserved at
the mailing office for one year
and at the delivery office for
three years.
13. A claim for indemnify
for a lost or rifled C. O. D.
parcel should be created as
as provided in section 62, par
agraphs 8,9, 10, 11 and 12.
14. The department will
not be responsible lor . errors
made by senders in stating the
collection charges or lor any
misunderstanding bet we e n
senders and addressees regard
ing the character of contents
of parcels.
