S. J. Foster, Clerk S. C.
To the Honorable Foreman and
Gentlemen of the Grand Jury,
February Term, Butts Superior
Court, 1916. Gentlemen:
In compliance with law I here
by submit my annual report to
your body, as County Commis
sioner. The amount of warrants
issued on the road fund from Jan.
1, 1915 up to date, $23,730.63;
amount of commutation road tax,
$1,300. Jackson and Towaliga
districts have not made their fi
nal returns yet, and Iron Springs.
Said amount has n6t been turned
over to the County Treasurer, but
is in the hands of the County
Commissioner subject to the ob
ligations of the county.
We have the following equip
ment for working the roads of
Butts county: Felony convicts,
17; misdemeanor convicts, 15;
mules 18; horses 2; 3 mule ma
chines; 6 dump wagons; 5 two
horse wagons; 1 one-horse wagon;
2 buggies; 8 drags; 5 wheelbar
rows; 1 gas engine, 30 H. P.; 4
engine machines; 6 dump wagons
for machine; 1 scarifier; 1 battery
for discharging dynamite; forge
for sharpening tools; 2 six-horse
plows; 1 four-horse plow; 2 cage
cars, 12 capacity; 1 wood car, 18
capacity; 1 cooking car; 2 guard
car; 18 head hogs; 12 pounds gas
engine oil; 475 pounds cup grease;
4 pounds axle grease; 400 bushels
corn; 3,000 pounds mixed feed;
2,700 bushels oats; 1 carload hay;
a full supply' of disinfectants.
With the supplies on hand we
think the expenses will be much
less in the year 1916.
Oin* roads will compare very
favorably with any county in
Middle Georgia.
The amount of warrants issued
on all other funds from Jan. 1,
1915 up to the present, except
road fund, $23,798.18. It seems
like there is almost all the time
some repairs to be made on our
public buildings. We are trying
to keep them in good condition.
You will find the public buildings
in better shape than they have
been in some time. We have
thought best to change our coun
ty farm and locate it nearer Jack
son. You can examine into the
matter and see what you think
of the change. Our expenses for
the past year have been more
than they should have been, it
seems to us. It looks like some
of our people have dragged us
into the courts without a good
cause and it has cost lots of mon
ey for the county to make the de
fense. But outside of this we
feel that there has been hut little
money spent but what we have
is a universal favorite
because it is /

something to show for it.
If your body wishes to take the
time I will take pleasure in show
ing you in person where your
county has some monument s that
will be a credit to her for years
to come. I mean the steel bridg
es Butts county has over her wa
ter streams. To duplicate these
steel bridges would cost you to
day $150,000; and the amount of
culverts in use would cost you
$50,000. Please look at the good
roads Butts county has, which
cost money. But I only wish the
good roads may reach the door
of every man in Butts county, and
I hope to see that time come.
Obligations represented in man
damus suit, that is, the plaintiffs
represented by C. L. Redman,
approximately $29,000.00.
Respectfully submitted,
J. O. Gaston. Cos. Com.
Joseph Jolly, Clerk.
