Down to Cuba, up to Newfoundland
and as far west as the Mississippi
river and the Virginia creeper has
crept until It covers all the territory
in between. It didn’t creep to Europe,
because it couldn't, but It was taken
there by a man, and there it Is held in
high honor. It is widely cultivated,
and even Venice has reared stately
trellises to guide the creeper over its
architectural treasures, the Philadel
phia North American says.
Maybe you know the Virginia creep
er when you see it. If you are not
sure, go slowly, for you might pick on
the poison ivy by mistake, though you
need only remember that the creeper
has five leaves in a group, while the
poison ivy has only three.
The creeper clings to vertical sur
faces with tiny tendrils, which form
disks like little suckers. Darwin took
a day off one time and found out that
one of these little disks will support a
weight of two pounds.

A PROCLAMATION
Submitting ft proponed amendment to
the Constitution of Oeorjria, to be voted
on at the general election to be held
on Tuesday. November 7, 1916, said
amendment to amend Article 11. Section
I, Paragraph 2, of the Constitution of
this State, in reference to the amend
ment creating the County of Bacon.

Whereas the General Assembly at its
session In 1916 proposed an amendment
to the Constitution of thlß State as
set forth in an act approved August 18,
1916, to wit:
The following amendment to Article
11, Section 1. Paragreoh 2. of the C
stitutton of Georgia, Is hereby proposed
to the people of Georgia by the House
of Representatives of the General As
sembly of the State of Georgia.
The amendment Is proposed to that
portion of said section, paragraph and
article which creates the County of Ba
con, and is as follows:
“That said County of Bacon Is here
by declared to be a statutory county,
the General Assembly of the State of
Georgia is hereby given the power by
legislation to create local offices arid,
local courts In the said county other
than tiiose provided lor in this Con
stitution; ana It is further declared that
the General Assembly shall have the
same power to legislate In reference to
said County of Bacon that it Is now a.->
to other counties In the State. That all
laws applicable to the counties in this
State are hereby made to apply to the
said County of Bacon. That said Coun
ty of Bacon Is hereby authorized to
create a bonded debt not to exceed one
hundred thousand dollars ($100,000) for
public Improvements In said County of
Bacon, by the consent of the majority
of the regular qualified voters of said
County of Bacon voting at an election
for that purpose. That said election to
create said debt shall be held under law
now In force for creation of the debt."
Sec. 2. The Governor is hereby re
quired and directed that when this
proposed amendment shall be agreed to
by the General Assembly as required
by the Constitution, to submit this pro
posed amendment to the Constitution to
the voters of this State at the next gen
eral election, to be held on Tuesday after
the first Monday in November next, and
shall cause this amendment to be ad
vertised in at least two papers In each
Congressional district In this State at
least two months before >aid next gen
eral election, and If the majority of
qualified voters of this State voting at
said election shall, by their votes, rati
fy this proposed amendment ot Con
stitution, said amendment shall become
part of Constitution or this Mate.
Sec. 3. That it shall be the duty of
the Secretary of the State to certlfj*
the results of the votes on this amend
ment to the Governor; when said vote is
so certified that it shall appear by ma
jority of qualified vote, s voting at said
election voted In favor of this amend
ment, the Governor shall issue his proc
lamation to such effect.
Sec. 4. That the form of submis
sion of this proposed amendment shall
be as follows: Each voter shall have
written or printed on his ticket the fol
lowing words, "In favor of the ratifica
tion of amendment of Paragraph 2, Sec
tion 1. Article 11, of the Constitution of
Georgia, amending that portion of par
agraph 2 creating tha County of Bacon,"
and those opposed to the ratification of
this amendment ahall have printed or
written on their ticket, "Opposed to rata
ificatton of amendment to Paragraph 2,
Section 1, Article 11, of Constitution
amendment paragraph 2, In reference to
the County of Bacon."
Now, therefore, I, Nat E Hams, Gov
ernor of said State, do issue this my
proclamation hereby declaring that th
foregoing proposed amendment to the
Constitution la submitted for ratification
or rejection to the voters of the Stata
qualified to rote for member* of th*
General Assembly at the general election
to be hekl on Tueaday, November 7, 191*.

SOLVE BLACK BASS MYSTERY
Progs Pickled in Alcohol, Used for
Bait, Muddle Fieh and Make
Them Eaay to Catch.
The big black buss mystery has been
solved. It Is now Just as clear as the
water in Long pond. The problem hus
been In the pickled bait. All summer
persons who never caught u fish before
in their lives have been bringing in
big strings of black buss from Long
pond; on the other hand, experienced
fishermen have had poor luck, being
unable to land more thun a two-pound
specimen, writes a Pleasant Luke
(Muss.) correspondent of the New
York Herald.
Further than this, fish have been
leaping out of the water onto the
bench, turning somersaults and doing
other remarkable stunts which ordi
nary fish are not supposed to do.
It appears that a firm of clothiers
of Harwich Center curry a large as
sortment of fishing tackle as u side
line. Their assortment, by the way,
includes everything from lead sinkers,
five for a penny, to silver-plated reels
ut $5 each.
These clothiers also carry—listen
carefully—frogs’ legs preserved in al
cohol ! And there has been a big de
mand for this pickled stuff for bait,
according to Horace Atkins, one of the
clerks. The would-be sportsmen have
bitten ut it even better than the buss.
The halt comes in small glass Jars.
It Is said that when a hook is cast
overbourd baited with one of these del
tcute alcohol-soaked morsels the fish
buinp each other In their mad effort
to get a bit.
And the sad part of it Is, all this
time poor, experienced fishermen up
In Long pond have been paying high
prices for Iced live shrimp, minnows,
crickets, grasshoppers and beetles.
The pickled frogs' legs sell for about
35 cents u Jar, while the other bait
brings a dollar or more a quart.

Sir Hiram Maxim, In his recently
published autobiography, says that
when he organized the United States
Electric Lighting company its station
ery cume from the printer with the
head, “The United States Electric
Lightning Company.” Later, In Eng
land, he told of this mistake to em
phasize the importance of getting the
stationery for his new gun company
printed correctly. When the first sheet*
came to him, however, the English
printers had made bis concern appear
as “The Maxim Gum company.”
