By His Excellency, i. NAT E. HARRIS, Governor. i- 11.. State of Georgia, Executive Department, August 28, 1916. Whereas the Genera, .assembly at its ■eaalon in 1916 proposed an amendment to the Constitution of this State as set forth in an act approved August 18, 1916, to wit: AN ACT To amend Article 6, Section 13, Para graph 2, of the Constitution of this State, so as to authorize the General Assembly, by a majority vote of each branch, at any time, to abolish the fees as present accruing to the office of So licitor General, in any particular Judi cial Circuit, and in lieu thereof to pre scribe a salary for such office, in addi ction to the salary prescribed in para * graph 1, of said section, of said Article, and without regard to the uniformity of such salaries in the various circuits; and to authorize the General Assembly to determine what disposition shall be made of the fines, forteitures and fees r accruing to the office of Solicitor Gen eral, in any Judicial Circuit, where the fees are abolished; and for other pur poses. Section 1. Be it enacted by the Gen eral Assembly of Georgia, and it is hereby enacted by the authority of the lame, that Article 6, Section 13, Para graph 2, of the Constitution of Georgia, be amended by adding at the end of said paragraph 2, the following words: “Provided, however, That the General Assembly shall have power, at any time, by a majority vote of each branch, to abolish the fees accruing to the office of Solicitor General, in any particular Ju dicial Circuit, and in lieu thereof, to prescribe a salary for such office, in ad dition to the salary prescribed in para graph 1 of this section of this Article, and without regard to the uniformity of such salaries in the various circuits; and shall have the further power to de termine what disposition shall be made of the fines, forfeitures and fees accru ing to the office of Solicitor General, in any such Judicial Circuit, where the Jtees are abolished;” so that said para graph 2, of said section, of said Article, when so amended, will read as follows: “Paragraph 2. The General Assembly may at any time, by a two-thirds vote of each branch, prescribe other and dif ferent salaries for any or all of the above officers, but no such change shall affect the officers then in commission; Provided, however, That the General As sembly shall have power, at any time, by a majority vote of each branch, to abolish the fees at present accruing to the office of Solid',or General, in any particular Judicial Circuit, and in lieu thereof, to prescribe a salary for such , office, in addition to the salary pre scribed in paragraph 1 of this section of this Article, and without regard to the uniformity of such salaries in the va rious circuits; and shall have the fur ther power to determine what disposi tion shall be made of the fines, for feitures and fees accruing to the office of Solicitor General, in any such Jud - cial Circuit, where the fees are abol iSSec. 2. EVANGELS OF GREATER AND BETTER GEORGIA That the county farm agent is the hope of Georgia farmers in combatting the belPweevil and saving agriculture in the state from decay, is eloquently voiced by President C. J. Haden of the State Chamber of Commerce, who de scribes the county agents as the “Evangels of a Greater and Better Georgia.” President Haden is very anxious to save the tenant class of farmers from the disasters of the boll weevil. The county agents, by hold ing group, or field meetings, of farm ers in every community, has oppor tunities that is possible for no one else to have, for helping the tenant farmers through the distress that con fronts them. Such meetings are be ing held and have been held for sev eral years, and Georgia’s tenant class of farmers has been prepared for the boll weevil as probably the tenant farmers of no other state, which has been invaded by the weevil. Those counties which do not have county agents, of course, are not so w*U pre pared.
