WEBB DISCUSSES DIFFERENT KIND OF RULERS The God of Israel said, he that ruleth over men must be just, ruling in the fears of God. 2 Samuel 23-24. Kaiser Is a Ruler (1) A ruler ought to be a man of absolute sincerity. Or the ruler of the universe, it is said that it is im possible that he should lie. If truth, said king John of France, were to be banished from the world it ought still to find a residence in the breast of the Princes Truth is the basis on which rest all the national and moral interests of intelligent beings; that neither vir tue or happiness can exist withoupt it and that falsehoods that generally diffuses would win net only a king dom or a world, but the universe, wounld change all rational beings into friends and connect heaven it self into a hell. There are two kinds of govern ment, that of force and that of per suasion. A government of the people is the only moral or free government. A government of persuasion subsists only in the mutual confidence of the ruler and the subjects, but where truth is not confidence. A deceitful ruler is never believed for a moment. Even fools know that upright and be nevolent measures not only need sup port from falsehoods but are ruined by it. A lying ruler, if his government is to continue, makes force or despot ism indispensible to his administra ton. Besides lying is the most contem ptible of all sins, ye are of your fath er, the Savior, said the devil to the Jews, for he was a liar from the be ginning and the father of it. If a ruler hearken to lies, said Sol omon, all of his servants are wicked. Such a ruler will be served by none but proflligate men. The evils of his government will therefore spread by means of his subordinate officers into every nook and corner of the land. Like the Sirman of Nubia he spreads poison, death and desolation over the wretched countries subject to his sway. (2) A ruler is bound to be a just man. He that ruleth over men, saith God, must be just. He that speaketh the truth, saith Solomon, sheweth forth righteousness . This attitude demands in the first place of the leg islators that he enact just laws. Laws are the rules by which rulers them selves as well as the people at large are or ought to be governed. Secondly, this attitude demands of the judge that all his interpretations of laws and all of his decisions founded on it, be just. Woe unto them, saith Isaiah, who justify the wicked for a rewardand take away the righteousness from him. Ye shall do no unrighteousness in judgment, saith God to Israel. Thou shalt not respect the person of the poor, nor honor the person of the mighty, but in. righteousness shalt thou judge my neighbor. It is not, says Solomon, to have respect of persons in judgment. Tribunals of justice, being laws to every man’s fireside and apply them directly to his property, liberty, per son and life. How just and reasonable laws may be a wicked tribunal, may present all their good effects and render a coun try as miserable by its decisions as it could by the operatin of original tyr anny in the legislator. FRIDAY, MARCH>I?, IRIS 800,000 MEN TO BE CALLED UP Build up Army Gradually Is The Plan NEXT CALL MARCH 29 Washington, March 12.—Eight hundred thousand men are to be call ed to the colors gradually during the present year under the second army draft, which begins on March 29. An announcement today by Pro vost Marshal General Crowder of the number to be called was followed closely by an order for the mobiliza tion of 95,000 men during the five day period beginning March 29, some 15,000 of them to be assembled under the second draft. Eeighty thousand will be men of the first draft of 687,- 000 not yet summoned into service. Details of how the second draft is to be applied will be made later. It i ssaid that supplies and equip ment for the men of the second draft will become available during April. Georgia’s quota under the next call will be 5,926. ROLLERS ON DIGGER PULL VINES FROM POTATO A set of rollers that strips the vines from the potatoes is a feature of a new horse-drawn potato digger that is illustrated in he March Popular Mechanics Magazine. The plants are pulled up by the machine as it moves along and are carried on an endless conveyer to a set of four parallel rol lers at the rear which separate the tubers from the vines.
