The Government Plan for Retoring
Cotton Price* to Parity With Price*
The Farmer Ha* To Pay
in accordance with the powers con
ferred on him by the Farm Relief
J-till Secretary Wallace has announc
ed his plan for improving cotton pri
ces.
The first step in the plan is a re
duction of not less than two million
bales from the cotton crop of 1933.
This can only be carried out by the
co-operation of the cotton producers
In order to secure their co-operation
ir. plowing up a sufficiently large

tary is offering either to give far
mers options on government owned
cotton at 0 cents per pound in pro
portion to the reduction they wili
make in their crop or to pay a money
rental for the acres they plow up.
In order to avail yourself of these
offers you will have to make agree
ments to contract acreage to the
government during next week and
if a sufficient acreage is thus guar
anteed the government will make the
contracts and pay you for the acre
age. Your agreements will not bind
you or the government unless the
acreage is sufficient in the judgment

the reduction would not be sufficient
to do any good.
Meetings will be held throughout
the county next week at which the
details of the plan will be explained
and the agreements signed. You will
find the announcements of these
meetings in this issue of the paper.
Be sure to attend one of these meet
ings and do your part in making
success of the effort to bring back
profitable prices for cotton. Its suc
cess will depend absolutely on the
co-operation of the farmers tha
grow cotton.
There is a very large crop of cot
ton planted, stands are reported as
good throughout the cotton belt, sea
sons have been favorable and the
crop is well worked out. If nothing
happens to cut down the yields we
will have another big crop to pile up
the surplus and keep down the price.
Five or six cents is as much as we
can well expect under these condi
tions.
Last year with an avearge yield
of one third of a hale per acre the
gross returns from an acre of cotton
1 averaged about $lO and there is no
I reason to think that this years re
| turns will be any better. The rentals
offered by the government will prob
ably give you a better return than
you could get by working the cotton
out. Certainly if the price reaction
is what we hope it will be profitable
to plow up some of your cotton on
these terms.
Instruction* for Planting Carrot
Seed, between June 20 and July 10
When your ground has been thor
oughly prepared and has been kept,
clean cultivated for some weeks, fol
lowing these instructions should give
you fair stands, if we have fair wea
ther conditions.
As soon as your ground is in good
condition, lay off your rows as close
as you can work them conveniently,

Put the fertilizer at the bottom of
this furrow and list on it. Let this

preferably by a good rain.
As soon after the rain as the sur
face is dry enough knock off the list,
which will destroy one crop of gvass.

bottom of this furrow a little below
the level of the ground.
! While the season is still in the
ground sow the seed in this furrow,
4 or 5 seed to the inch, and roll them
I with the roller of your corn planter,
or something like that, which will
pull some dirt on them and pack i*.
around them.
The seed will come up best through
about one half inch of dirt, but the
ground will dry out very rapidly to
this depth. To meet this difficulty I
am suggesting either of the following
methods. One is fill the furrow in
which the seed are planted with wheat
straw to retain the moisture and pro
tect the young plants when they
come up. The other is to fill the fur
row with loose dirt, which will place
the seed about two inches under
ground. Leave this dirt there for
two weeks, as it takes carrot seed
that long to germinate. At the end
of the two weeks rake off part of the
dirt so as to leave about one half
inch of dirt on the seed. If the wea
ther is hot and dry a mulch of wheat
straw will still be good for them.
This looks like a lot of trouble
but getting stands of carrots is going
to be the hardest thing about our
project and if we make a success of
this I believe we will be well repaid
for the trouble we take. Remember
that under any conditions it will take
your seed a long time to come up

In all of these cases the amount
of cotton on which the grower will
reduction in this ye.r’s crop, ano
be entitled to obtain an option will

retires from production.
The yield of his land will be de
termined on the basis of past pro
duction of the land and the appear
ance of Ris crop this year and its
general condition.
The plan providing for cash bene
fits without options calls for these

The offers by growers will be
worked out in co-operation wi£h coun
ty committees to be established in
every state. The county agricultural
agent will be a member or agent.
When the producers sign a volun
tary agreement it will constitute an
irrevocable offer for a limited, spe
cified period during which the secre
tary may accept or reject it.
His intention is to accept offers
which will assure the largest possible

entire cotton belt.
After the offers have been acted
upon by Wallace and his aides a for
mal notice will be issued to those
whose signed agreements have been
accepted.
It then will be the duty of each to
take out of production the acreage
covered by destroying it.

which would be moved off the farm
will not be permitted, but feed for
livestock may be produced.

are seeking job, living in “hobo jun
gle camps,” hopping rides on freight
tiains and wandering aimlessly about
the country.
These , feminine vagabonds are
causing serious concern to govern
ment officials. Emphasizing the seri
ousness of the problem, Mary An
derson, director of the women’s bu
reau of the labor department said:
“These homeless, jobless women
are tragic figures. They might be
called the ‘forgotten women’ because
until now their plight has been given
scant consideration. Records show
that no one is so unwanted as the
woman alone, who is designated as
‘unattached,’ and who is unable to
make the grade economically.” A
