GOOD LOANS
Not over 15 per cent of the average bank's depositors
are borrowers. The bank’s prime duty, therefore, is to safe
guard the funds of the 80 to 90 per cent who look to it to
protect their funds,
The bank’s second duty is to be as helpful as it can to
the 10 to 20 per cent of its customers who wish to borrow.
When a depositor entrusts a bank with his money, he
does not expect to have it put into a long term commercial,
agricultural or industrial program. He expects the bank to
maintain a reasonable degree of the liquidity upon which
banking authorities now insist

program through which the Roose
velt administration provided necessi
ties of life to millions of Americans
for almost a year at a cost of more
than $1,000,000,000.
After April 1 relief workers no
longer will be federal employes. They
will receive benefits through local
sources under President Roosevelt’s
new three-point, long-term, relief
policy, which congress has underwrit
ten with a $950,000,000 appropria
tion.
Civil works, through which the
government fed, clothed and housed
4,000,000 Americans during the
winter months, no longer will exist.
The CWA ranks will have been re
duced by approximately 2,500,000
persons.
