RETURN
JOHN L COLEMAN
To The City Cos unci!
Most of you know me, as I have been in business in Jackson
for 30 years and your councilman from the 4th Ward for the
past several years. During this time I have been appointed by the
Mayor as Chairman of the Building, Cemetery, and Gas Commit
tees, and I am a member of the Police, Finance, Printing, Light
and Water, Industrial, Sanitary, Library, and Street Committees.
During this time your City has built anew maintenance
building, anew Light Department Building, we have added on
to the Jail, built a City Court Room, and built Police and Fire
Headquarters. For the first time your City has on duty a radio
operator 24 hours a day, 7 days a week, which will enable our
citizens to call in case of any emergency at any time.
The City has paved most all of the streets, as well as paving
the cemetery. We are now in the process of re-surfacing several
streets and will be able to do even more next spring.
The Gas Department has extended its lines several miles and
also serves the Georgia Diagnostic Center. We were one of the
first cities in the state to employ colored policemen, and accord
ing to the Mclntosh Trail Area Planning and Development Com
mission we have the most modern and up-to-date jail facilities
in the state.
We have made improvements to the Water Works system,
which includes a 300,000 gallon water tank, erected new traffic
signals throughout the City, purchased one of the most up-to
date fire trucks and equipment, purchased two new trucks for
the Sanitary Department, a tractor and grader for the Street De
partment, and added many other pieces of equipment.
Ours is the only completely mercury vapor lighted city in
the state.
As most of you will remember we only had one star as
Christmas decorations and now T .we have Christmas decorations
not only around the square but throughout the city.
With all of these improvements we have still been able to
lower taxes by 2 y 2 mills (from 17*J> mills down to 15 mills) and
we are still operating on a cash basis and in the black.
I would like to emphasize that this was accomplished only
by the wholehearted support of the Mayor and Council working
together. No one individual could begin to accomplish these
things by himself and I firmly believe that these improvements
have come about as the result of close co-operation of the Mayor
and Council working together as a team.
I would like to thank you, the citizens, for your continued
interest in your City. I hope that when you go to the polls on Oc
tober 10 you will honor me again with your vote for re-election as
your Councilman from the 4th Ward.
Thank you.
