food and agriculture policies.
Sen. Talmadge, chairman
of the Senate Agriculture and

presented a petition, bearing
signatures of some 50,000
farmers from throughout the
country, protesting deter
mination of farm and food
policies by what was called
“instant experts” outside the
U.S. Department of Agricul

“The new recognition of
the importance of food policy
must give way to an
understanding of the role of
the farmer,” said Talmadge
in accepting the petition from

not much point in food policy.
The farmer and rancher are
the backbone, the foundation,
of our food production.
Without farmers, the instant
experts would look pretty
silly trying to theorize about
food policy.”
Declaring that “farmers
need a loud voice in policy
decision-making,” Talmadge
said: “Without the farmer’s
ability to turn out increasing
production year after year,
we in Washington could not
have the luxury of attempt
ing to eliminate hunger from
this country, let alone worry
about feeding the starving
millions around the globe.”
“In fact,” he continued,
“our problem in Congress is
not a lack of interest in food
and agricultural policy, but a
lack of informed interest.
Our problem is that there are
too many members of
Congress who think that
farmers should produce their
products and give them away
for nothing. They feel that
farmers should feed this
country and the rest of the
world and not make a
profit.”
Contending that many
oficials in the executive
branch of government think
that food and agricultural
policy is “too important” to
be made by the Secretary of
Agriculture, Sen. Talmadge
said this:
“Recently, a subcommit
tee of the Senate Agriculture
Committee held hearings and
found that there are fully 26
agencies of the executive
branch which make policy
that affect food and agricul
ture. They range from HEW
to the State Department to
the CIA. When farm com
modities became scarce and
food prices began to climb,
agriculture became big
news. Now, everybody wants
in on the game.”
