SPALDING - Butts
Notice is hereby given that
a design public hearing will
be held by the Georgia
Department of Transporta
tion on its project number
F-022-1 (4) Spalding - Butts
County, if a written request is
made for such a hearing.
Georgia Project F-022-1 (4)
Spalding - Butts is the
relocation of State Route 16
from Griffin to Interstate
Route 75. This opportunity
for a hearing is for the
portion of the project which
begins at High Falls Road, at
a point five miles east of
Griffin, and extends 4.4 miles
easterly on new location to
the existing interchange of
S.R. 16 and 1-75. The project
is to be the initial two lane
construction of a four lane
rural highway with free
access rights. Right-of-way
will be purchased for the
complete four travel lanes.
There will be at-grade
intersections at High Falls
Road, Wani Road, Bailey
Jester Road, Wallace Road,
Kermit Williams "Road, and
existing S.R. 16 at 1-75.
The purpose of this project
is to decrease travel dis
tance, accidents, and fatal
ities. by offering an alternate
to the present substandard
S.R. 16.
Maps, preliminary plans,
right-of-way requirements
and the final environmental
impact statement for the
proposed project are on file
and are available for public
inspection at the Department
ul Transportation Resident
Engineer's Office, on U.S. 19

Legislative Report

Much has been said and
written about the state’s 1978
fiscal year budget as
proposed by Governor Bus
bee and as amended by the
House Appropriations Com
mittee and subsequently
adopted by the House
Committee Of The Whole.
The main point of conten
tion centers around the
method to be used to finance
a million dollar off-systems
roads repair program for
cities and counties across the
state. The Governor along
with the leadership of the
Senate favor financing these
repairs through the issuance
of general revenue bonds to
be amortized over the next 20
years. The position of the
House has been to use
revenues currently available
in the budget (thus saving
interest to be paid over 20
years) to underwrite this
program without obligating
the state for the next twenty
years for repair work done
during this one fiscal year.
The major points made in a
news release this week by
House Budget Leaders were
as follows:
1. Georgia’s total bonded
debt is presently approxi
mately $1.4 billion in princi
pal amount. The Senate
version of the appropriations
bill would commit the tax
payers to pay an additional
S4OO million in principal and
interest over the next 20
years.
2. Georgia’s annual debt
service is presently over $123
million per year; The Senate
version of H.B. 179 (the
budget bill) would increase
this annual commitment of
revenues by nearly S2O
million, or over 16 percent.
The state presently spends
about 6 cents of every dollar
received on bonded debt
retirement and interest. The
Senate version would in
crease this amount to 7 cents.
3. The Senate’s insistence
on committing the state to
pay S4O million over a 20-year
period of S2O million worth of
resurfacing which will have
to be re-done in 10 years,
smacks of the unsound fiscal
maneuvering that brought
New York to the brink of
fiscal disaster. Georgia’s
bond interest rate is envied
by most other states and the
Senate proposal is bound to

million to spend for addition
al pay raises, welfare
payment increases, new or
expanded social programs,
and many other items. While
many of these items are
worthwhile, we would in
effect be paying two and
one-fourth prices for each of
them. How is the State to
continue these recurring
items next year? By selling
more bonds?
Senate and House Con
ferees will meet during a two
day recess which began at
noon on Friday, March 4th,
to try to work out the budget
differences between the two
chambers. Some form of
agreement must be reached
before adjournment on
Thursday March 10th if the
State is to have a budget
approved for the new fiscal
year beginning July 1, 1977.
Assuming the General
Assembly adjourns on sche
dule this week, I will
consolidate in my final report
on this a synopsis of major
bills passed during these
fiscal two weeks and during
the session as a whole.
