Assembly at a National
Foreign Policy Conference
for Young Political Leaders
of America held in Washing
ton D. C. on April 4th and sth,
1977. The conference was
under the joint sponsorship of
the American Council of
Young Political Leaders and
the Secretary of State, Cyrus
,Vance.
There were approximately
two hundred and seventy five
State Representatives and
Senators and political party
leaders , representing the
nation’s fifty states in
attendance at the confer
ence.
The thrust of the confer
ence was to acquaint the
conferees with the manner
and methods employed by
the current national admini
stration in the formulation of
U. S. foreign policy and to
allow for questions and
comments from the partici
pants.
The program panelists,
other than Secretary of State
Vance, were the Under
secretaries of State who had
major policy making re
sponsibilities for U. S.
Foreign Policy in the various
foreign countries. Topics of
discussion included U. S.
Policy relationships with

There were independant
sessions dealing with U. S.
relationships with East Asia,
American foreign aid policy,
international trade policy,
arms control, and the law of
the sea.
The conference sessions
concluded with a discussion
on developments in the
Middle East, a timely subject
inasmuch as Egyptian Presi
dent Anwar Sadat was in
Washington holding presi
dential talks with President
Carter on possible ways to
achieve a permanent settle
mfent on the Middle East
conflict.
The conference ended with
a reception in the diplomat
reception area of the Depart
ment of State given for the
conferees by Secretary of
State Vance.

Changes Made
InASCS
Loan Program
ASCS loan program to
grain producers to buy farm
storage facilities and grain
drying and handling equip
ment was changed April 6,
1977. These changes are to
make the program more
responsive to the needs of
farmers and to encourage
more on-the-farm storage
and drying capacity.
Major changes include: (1)
Needed storage capacity will
be based on two years
production instead of one
year; (2) The amount which
may be loaned is increased to
85 percent from 70 percent of
the net cost; (3) Costs
(materials and labor) for
concrete work and electrical
wiring may be included in the
“net costs” for loan compu
tation; (4) Storage facility,
drying, and handling equip
ment loans now have a flat 7
percent interest rate.

and Mrs. Lee Redman, of
Forest Park, and a grandson
of Mrs. W. M. Redman of
Jackson, is one of the top
stars of Forest Park’s
baseball team.
Richard Powell, coach of
the Forest Park Panthers,
had these kind words to say
a Georgia Conferee, Jones
stated that the program
enabled the participants to
gain a rare insight into the
workings of the Department
of State and served to
undergird the much publi
cized policy of openness in
government advanced by the
Carter administration.

season, a 3-0 triumph over
Fayette County, Redman led
