J&ckson Progress-Argus Nomnetro Jobs Are Available As Rural Areas Expand The nation’s rural improve ment effort has been getting a boost from a steep rise in the number of nonmetro jobs. Nearly 4 million non-farm jobs were added in rural and other small communities between 1970 and 1977. That’s about 40 percent of the U. S. total during that time period, according to a U. S. Department of Agriculture (USDA) economist. Claude C. Haren of USDA’s Economic Research Service says that the rate of gain was about twice as great in non-metro areas as com pared to metro areas. In all major non-farm categories, non-metro employment rose 22 percent (3.8 million) from 1970; metro areas reported an 11 percent increase (5.8 million) from 1970. The biggest nonmetro increases were in services (39 percent), mining (36 percent), and finance, insur ance and real estate groups (34 percent). Metro gains in the same categories were 28, 20 and 18 percent, respec tively. The much improved non metro job situation fits in well with the growing emphasis in USDA on improving life in rural America. Alex P. Mercure, USDA’s assistant secretary charged with leading and coordinating the federal share of the rural improve ment effort, says: “We are determined to build on the (job) gain and move ahead in every possible way. Secre tary Bob Bergland is backing us 100 percent.” Mr. Mercure heads USDA’s Farmers Home and Rural Electrification Admin istrations and its Rural Development Service (RDS). He says there can be little rural improvement without enough jobs. “Jobs are absolutely ne cessary for nonmetro com munities to achieve the four major objectives of rural betterment—improvements in people, the local economy, community facilities and the environment,” Mr. Mercure explains. “We’ve already seen what happens when there aren’t enough jobs in rural areas,” he adds. “People leave, and they’re followed by businesses and services.” Community leaders who want help in evaluating their area’s development potential as a means of determining THE SCARIEST COMEDY OF ALL TIME IS BACK.
