correct amount must be
made within 30 days of
billing; such payments are
not refundable. Notices to
Contractors which include
items and quantities are

$12.00 annually.
Proposals must be submit
ted on the proposal form
issued by the Department.
Each proposal submitted
must be accompanied by a
proposal guaranty in the
indicated amount in the form
of a Certified Check, Cash
ier’s Check or Bid Bond on
the form issued by the
Department or the Georgia
Highway Authority.
In accordance with the
Standard Specifications, the
time set for receiving bid
proposals terminates at 11:00
a m. at Room 234 in the State
Highway Building. The bid
proposals will then be
transferred to Room 401
where they will be publicly
opened. Bid proposals will
not be received after 11:00
a.m. Bid proposals may be
withdrawn by the bidder
from Room 234 prior to 11:00
a.m. but cannot be with
drawn after 11:00 a.m. A
withdrawn bid proposal may
again be received in Room
234 prior to 11:00 a.m.
Acceptance of an offer
submitted by the bid propo
sals will be given in writing
within thirty days after the
opening of the bid unless a
longer period is specified in
the proposal or agreed upon
by the successful bidder.
Offers of bidders who do not
hold a current Certificate of
Qualification, will not be
accepted unless prequalifica
tion requirements are speci
fically waived for the
project.
Work will be governed by
the applicable edition of the
DOT Standard Specifications
as amended by the contract
provisions, Contract time
will be as indicated. Pay
ment will be made to the
contractor, each calendar
month based on the estimat
ed work complete in place as
prescribed by the Standard
Specifications. Retainage as
prescribed by the Standard
Specifications will be with
held. Retainage may be
deposited in escrow accounts
at the option of the
Contractor. Final payment of
amounts withheld or deposi
ted in escrow will not be
made until the State High
way Engineer has certified
that the work has been
satisfactorily completed and
accepted.
Projects financed with
Federal funds will contain
provisions with regard to
equal employment opportu
nities, minimum wages,
employment of labor, me
thods of construction, mino
rity business enterprise
involvement, and subletting
or assigning the contract. On
such projects the Depart
ment will insure that
minority business enterprise
contractors will be afforded
full opportunity to submit
bids in response to this
invitation and will not be
discriminated against on the
grounds of race, color, or
national origin in considera
tion for an award. On such
projects all bidders must
certify and document that
potential minority business
enterprise subcontractors
have been contacted and that
their interest, capabilities,
and prices have been
affirmatively solicited.
Any federally financed
work located within the
counties of Fulton, DeKalb,
Cobb, Clayton and Gwinnett,
the estimated cost of which
exceed $500,000.00 will be
subject to the requirements
of the Atlanta Plan. Require
ments of the Atlanta Plan
will be included in the
contract special provisions
where applicable. Copies of
the Atlanta Plan are avail
able from the same source as
plans and proposals.
This advertisement is
merely an invitation for the
submission of bids which are
to be considered as offers for
performance of work by the
submitting party. The state
reserves the right to reject
any or all bids.
The Department reserves
the right to release Bidders
Lists on any projects it may
select or on all projects. Such
Bidders Lists will contain the
names of all contractors who
have been issued bid propo
sals valid for bidding.

DEMOCRATIC EXECU
TIVE COMMITTEE OF
CITY OF JACKSON, GA.
FOR THE 1977 PRIMARY
At a called meeting of the
Democratic Executive Com
mittee of the City of Jackson,
Georgia held on August 5,
1977 at City Hall, Jackson,
Georgia, the following mem
bers were present: L. J. Ball,
chairman; Hugh Glidewell,
Jr., secretary; Mrs. Mary
Lee Martin, treasurer; J. O.
King and Vincent Jones. It
was moved by Vincent Jones,
seconded by J. O. King,
voted on and passed, that the
following resolution be adopt
ed:
1. That the Primary
Election of the City of
Jackson for 1977 be held on
Tuesday, October 4, 1977, at
City Hall, for the purpose of
nominating Council mem
bers from the First, Fourth
and Fifth Wards, and for
nomination of a member of
the Democratic Executive
Committee, Jackson, Geor
gia, for the City at Large, and
one member of said Execu
tive Committee for each of
the five respective wards in
said City. Each candidate for
City Council and for Execu
tive Committee representing
a ward must reside in the
ward which he or she will
represent.
2. That each person who
desires to become a candi
date in said primary election
for Council shall register his
name and sign statement of
qualification with Hugh
Glidewell, Jr., secretary of
this Democratic Executive
Committee, at his office at
229 E. Third Street between
the hours of 9:00 a.m. and
5:00 p.m., beginning Tues
day, August 30th, 1977 and
closing Friday, September
16th, 1977. Candidates for
Council shall pay a qualify
ing fee of SIOO.OO.
3. That a member of the
Executive Committee, Dem
ocratic Party, Jackson,
Georgia, from the City at
Large, and a member of said
Executive Committee from
each of the City's five wards
shall be nominated in like
manner as the Council, so far
as these rules are applicable.
There shall be no fee for
qualification.
4. That all persons who
have registered with the
Clerk of the City of Jackson,
Georgia and qualified there
to vote in the General
Election for Council mem
bers shall be entitled to vote
in said primary election.
5. That said primary
election shall be held and
managed under the same
rules and regulations as
those governing the General
Election for Council mem
bers, except that the polls in
said primary shall open at
7:00 a.m. and close at 7:00
p.m.
6. That the managers of
said primary election shall
make a consolidated return
to this Executive Committee
by 10 a.m. on Wednesday,
October 5, 1977 when the
results shall be declared and
published. Candidates re
ceiving the majority of all the
votes cast shall be declared
(he nominees.
7 That the City Council of
Jackson will furnish to the
Managers of said Primary
Election a list of the qualified
voters from the Registration
Books of the City.
8. That the names of all
candidates for Council, and
Members of the Executive
Committee, Democratic Par
ty, Jackson, Georgia, shall
be placed on the Official
Ballot for the Primary
Election, which ballot shall
be prepared and printed, or
had printed, by the Execu
tive Committee and all
candidates shall be nomin
ated by the vote of the City at
Large.
9. That the Chairman of the
Executive Committee shall
appoint the Managers of said
Primary Election.
10. That all announcements
for Council must be made
voluntarily and over the
signature of the person
announcing. Any candidate
for any office, using any
undue illegal methods for the
purpose of controlling votes
shall be stricken from the
ballots whenever such facts
are made known to the
Executive Committee and
the person found guilty.
11. Absentee ballots will be
provided and may be
obtained from the Election
Manager at City Hall.
12. No candidate, or
supporter of any candidate,
shall solicit votes, or distri
bute literature, within 250,
feet of City Hall on the day of
the Primary Election.
13. In case of a run-off
these rules, insofar as they
are applicable, shall be
effective, with respect to
such run-off, and said run-off
shall be held on Tuesday,
October 18, 1977.
14. No write-in vote will be
counted in the City Primary
Election.
