Handicapped Youth Loses Self
In CETA Summer Work Program

His name is Roy Reed. He
has no arms, but he worked
as well as any other CETA
worker at Unit I School in
Griffin, Georgia.

Butts Counties, was prima
rily responsible for enrolling
Roy in the program.
“I made a home visit to
contact Roy about possible
employment and he was
anxious to work with the
CETA Program. I placed
him at the Unit I School
because it was near his
home,” said Mrs. Taylor.
The Comprehensive Em
ployment Training Act
(CETA) provided summer
jobs for many people in
Spalding County.
Roy was a maintenance
worker at Unit I School.
“I swept floors and picked
up trash. One week I helped
paint the office,” said Roy.
He continued, “I used my
left foot to hold the paint
brush. I would work just as
fast as anybody else,
especially when I was in a
hurry.”
Roy was a part-time
worker in that he worked five
hours each day. He was paid
minimum wage.
“I put most of my money in
the bank. I opened a savings
account at the beginning of
the summer and I’ll use the
money to buy school clothes
and Christmas presents,”
explained Roy.
“This was my first real
job,” said Roy. “In the past,
my brothers and I did yard
work.”
Does Roy think that the
CETA Program should in
clude more handicapped
people?
“I think they should hire
anybody that will work,”
said Roy, smiling.
Roy does not think of
himself as being handi
capped. He can do most
things for himself.
Mrs. Virginia Ball, a 12th
grade counselor at Griffin
High School, helped Roy
become involved with the
CETA Program.
“Roy is independent.
That’s the best way to
describe him. He uses his
feet the same way other
people use their hands. I
have ten fingers, but Roy has
ten toes,” said Mrs. Ball.
“When I went to work, I
told my supervisor to treat
me like everyone else. I can
do the same work that
anybody else can,” said Roy.
Andrew Fellers is the
director of the 1977 CETA
Work Experience Program.
“This program gave Roy
valuable work experience as
well as a summer income. I
want to involve more people
like Roy in the CETA
Program. This experience
helped to prepare Roy as well
as many others for future
employment,” said Mr. Fel
lers.
Fourteen-year-old Roy is in
junior high school this year.

PATROL POST
MAKES REPORT
Sergeant W. I. Blount of the
Griffin State Patrol Post
announced today that his
post has investigated six
traffic accidents, made 185
arrests and issued warnings
in Butts County during
August.
Commenting further Sgt.
Blount said three persons
were injured in the six
accidents along with one
killed.
Estimated property dam
age amounted to $4,255.00.
Also the post commander
said a total of 72 pending
traffic cases were disposed in
the Probate Court with the
following dispositions: five
guilty pleas, 65 bond for
feitures, one dismissed, and
one nolo contendere pleas.
Also Sgt. Blount pointed
out that fines and forfeitures
amounted to $2,518.50 which
were paid to the Probate
Court of Butts County.

He has artificial arms that
are battery-operated. How
ever, Roy said that he could
work better with his feet.
He also likes to read.
Adventure stories are his
favorite choices.
