An Important Railroad Decision.
Judge Brower of the United States
circuit court has had occasions to make
several decisions of great importance and
' v, ^ u application, It was he who drew

Iowa merchants have brought suit in the
state courts against tho Bock Island
railroad, a corpora ion whose headquar¬

ties applied for a transfer of the ease to
the federal court, availing that it was ol
civil, and not of a criminal nature. Judge
Brewer remanded the case to the state
court. In his decision lio says :

Judge Brewer believes that he find*
ground for his opinion in a decision of
the supreme court of the United States.
His decision is a strong vindication of
the right of a state to regulate all rail
roads which pass through its territory.
Tlie Rook Island Company have appeal
ed the case, bnt it is believed that Judge
