In regard to the road congress that

middle of the road, where the con¬

them is the fact that when one por¬
tion of a mad becomes practically

This, in turn, is ruined by the roial

and their hoes, and their spades to
dig up and destroy.
Our correspondent, whose letter is
before us, is of the opinion that the
present road laws, if they are faith¬
fully carried out, are ample to cover
the whole ground. That they do
cover the whole ground and ruin it is
certain. That a new system, with
more modern features, can be devised
is ctjually certain. To go back only
fifty years, which is a very brief pe¬
riod in the life of a county or a
state, rt may ho said that the public
toads of Georgia, if the improve¬
ments upon (hem had been of a per¬
manent character, would have con¬
tributed largely toward the progress
and civilization of the state.
Jf, during that period, the niotiev
that has been thrown away in the
haphazard working of the road*, bad
been spent in permanent improve¬
ments, there would lie very few bad
roads in the state to-day. Certainly
theh; would he no bad roads where
good ones are necessary, it is to
core this evil of ineilieieuey that the
load congress has been called to meet
in Atlanta. The public roads of the
state have have been worked for a
great number of years, ami at a great
cost to the state, and they are no bet¬
ter to day than when the law went
into effect, if they are a* good.
• As a matter of fact, the tiuro has
come when permanent improvement
■should take the place of the present
slipshod methods. A hundred yards
of permanent improvement a year in
each county are worth ten miles of
such work as is now carried on, and
our understanding is that the need ol
this is what has promoted the calling
of the load congress to meet in At¬
lanta. There is not a county in the
state Km poor to follow, in some small
measure, the example of Fulton
county, which has perfected its high¬
ways in permanent shape to the
county lines.
The road congress is without pre¬
cedent, probably, but it will mark an
era in tbo progress of our state.—At¬

The further discovery of the secret
of making sugar profitably from sor
ghum for about two cents a pound,
enabling Kansas to “beat all sugar
making foreigners out of her market, * *
is also said to have changed the atti¬
tude of that State m regard to the
tariff on sugar.
However true this Mil may be, it is a
perfect illusttation ot the selfishness
which lies at the bottom of the “pro
tective * » system. In the natural

with electricity and expects to extend
