tbo failure of the Seventh Nullotinl
bonk, an old and supposedly wife ujkI
<l&u»crvative institution. It turned out,
however, when the crisis came, thut
the bunk had been doing business In
%D almost criminally reckless fashion
for some time, and the crush was Just
what might have been expected. The es
wmtral causes of the failure were over
oertlllcatlon to an extravagant extent
and the loaning of money on lnsuffi
aleht collateral. This Is not the flrst

bank officials wore warned by
tfie federal banking authorities that
tiwy must at once convert the securl
lias Into cash. This they were unable
to do, and tbe doors of the Institution
were quickly closed.
While the failure Is not likely to
have any considerable effect upon the
finances of the country st large or the
clty In which It occurred, It furnishes
a timely warning to othor banks
against loaning tliclr credit to Insecure
- and doubtful enterprises and the some

Why Cheapen Living?
i JtZ It seems Urn,,. that even 15 cents now a day Lt Is
to show tliat an adult human being
may exist upon 50 cents a week, or
about 7 cenls a day. It 1ms long been
tbe boast of Americans that In this
country no one need be poor. There Is
abundance for all who will work for
It. The higher the taste the harder the
Individual will work to gratify 1L
.Work Is good for man, and the utlmu
lus should not be lessened.
One thing Is certain—that 7 cent food
will produce 7 cent men—and tho time
1s so far away when 7 cent men will
bo the American standard that It Is a
crime to borrow trouble over It at the
beginning of the twentieth century.
Perhaps CO cents a day Is too high a
Standard, but time devoted to securing
the distribution of good things ou that
basls would not be wasted. It would
set the wealthy and the powerful to
thinking and encourage the musses to
look up and not down.
t Benvenuto Cellini was one of the
moat unique characters In Italian his
tor}’. No man has ever been able to
produce metal work comparable to that
turned out by Cellini. Indeed his pro
flcleney was so great that he has prop¬
erly been regarded as an artist. But
Cellini was uot content to have the
world know him merely ns a genius, so
. he prepared , autobiography , , , , 111 which , , .

the vainglorious chatter of a man with
a harmless desire to be regarded as
worse than he was. A student of Ital¬
ian arts and letters has recently, how¬
ever, taken the pains to look up the
records lu Cellini's case, and he finds
that tlie master metal worker was rent

The war that is being waged against
mosquitoes by the owners of Long Is*
laud and New Jersey summer resorts
is said to be quite effective. In places
that have been sadly infected by the
pests It Is found that by trimming tbe
trees, clearing away the underbrush
and sprinkling crude petroleum on ev¬
ery pool and damp place the mooqul
toes have almost wholly disappeared,
if New Jersey and Loiyr Island can
thus get rid of mosquitoes, tbe E jg

Reduction In the War Taxes.
Tfce act passed by the lost congress
providing for the reduction of the reve
nuo stamp tax Is now a law In full
force and effect, and a considerable
portion of the burden of taxation reu
dered necessary to defray the expenses
of the war with Spain Is removed from
the shoulders of the people. It Is ex
pceted that the law will cause a roduc
tton of about $45,000,000, or a little less
than one-half of the taxes Imposed at
the outbreak of the w ar. For this re
lief, much thanks! It Is hoped that the
next congress may see Its way clear to
wipe out the bn Lance of this special
lovy.
Many of the taxes which arc reduced

Good Words For Young Men.
President William DeWltt Hyde of
Bowdoln college preached the bacca
laureate sermon before the seniors at
Harvard university, the precepts of
which might well be heeded by every
young man who Is about to enter active
life, whether from the college hall or
the apprentice’s bench. Dr. Hyde took
as his text Luke lx, 23-50, ‘Tie that is
not with me is against me; lie that Is
not against you Is for you.” He said
in part:
1. Give your best. Eo uot look for a place
r «' a, h niailo to fit you, but fit yourself for n place.
2. Take nothing you Jo not pay for at its full
price. One-lmlf of the great world you now enter
are women. The beet thing in tlie world is a
fond woman's love. You can pay for it with
no d,i n g less precious than the entire respect and
devotion of your own heart.
8. tie brotherly. You remember how disagrec
