Washington, April 21.—-Spain has refused to accept President McKin ley’s ultimatum, given our minister, Woodford, his passport, which means that all pretensions of friendliness is ended and war is looked. Famson’s licet has been ordered to move on Ha vana immediately. A naval battle is expected hourly. Great excitement prevails here. The Spanish fleet is sDll at Cape Verde island. The entir? United States army has been Ordered to the coast, to br distrib uted at Tampa, Mobile and New Or leans. The entire garrison at Fort McPher son, near Atlanta, left for Charlston, Pensacola and other'Florida points Saturday. Gen. Europe will not take up the ques tion of mediation again, and the opin ion prevails that war cannot now be averted unless-Spain evacuates Cuba.
