Rusk on the South,
Secretary Rusk, of the Depart¬
ment of Agriculture, at Washing¬
ton, writes as follows to the Bal¬
timore Manufacturer’s Record:
“The supremacy which the South
possesses in the markets of the
world, as a cotton-producing coun¬
try there seems little reason to
suppose it will ever forfeit, and
yet. in this age of wonderful indus
trial development, it is well for
those who think that they stand
t () beware lest they fall, and solf
interest, as well as public weal en
joins that we should ever seek to
attain the highest standard in ev¬
erything that we produce. The
natural facilities of the south for
the production of this great cotton
crop, aided and directed by the in¬
telligence which constantly seeks
improvement, must assure for all
time the supremacy of our south¬
ern states as the cotton-producing
region of the world. The south
has a climate and a soil well-adapt¬
ed to producing all the crops ne¬
cessary to provide its inhabitants
with food, and the rapid increase
in its production of cereals during
the past few years is extremely
gratifying, and so, also, is the won¬
derful increase in value of live
stock; and in this connection 1
would call your attention to the
special importance of the horse,
dairy and sliegp interests. The
1 great development of your manu¬
facturing interests in the south
will soon create an extraordinary
demand for heavy draft liorses.
There is no reason why this de¬
mand should not be supplied by
southern farmers if they will pre¬
pare for it in time. In the dairy
interest many sections of the south
have already given evidence of
most gratifying progress.and with
llie early establishment in Ins de¬
partment of a division devoted es
peciallv to the dairy, it will be my
pleasure, as well as my duty to
aid this development to the fullest
; xtent possible With reference
lo the sheep, I notice in I his branch
of live stock, and in this alone, a
falling off in values between 1879
and 1889. 1 trust that the forth¬
coming decade will show a very
different record, and that, in the
meantime, southern farmers will
give more attention than hereto¬
fore lo the raisingo/nnitton Hieep.
for which. 1 am satisfied, a great
many sections of the south are pe¬
culiarly well adapted.”
