illegible or deficient address, instil
fieient postage, insecure inclosing,
whereby matter mailed
separated from the envelope
wrapper, or the failure to be called
for or delivered to the person ad
tlivsse;!. This is a daily average
of over 20,000 pieces.
Of these the greater
either are not called for at the of
fice to which they are directed, or
in case of free-delivery offices, the
addresses cannot he found, not
withstanding every known means
is resorted to on the part of the
postoffice officials to effect sure de
livery. , •
Matter sent to the dead tetter
office, which cannot be delivered
to the person addressed, is required
to be opened in its treatment
the purpt s > of return to the send
er, and if t he name and address of
the sender be not shown or cannot
be ascertained from the contents,
and it contains no valuable iuclos
uro, it must be destroyed.
Letters opened and found to con¬
tain any inclosure of obvious val¬
ue, are entered upon proper rec¬
ord, and, of such, those which do
not disclose sufficient information
to enable to be returned are filed,
subject to reclamation upon prop¬
er application and identification.
Letters which contain no inclos¬
ure of obvious value are not re¬
corded.
Packages and parcels arc re
corded, and where they do not die
close the aie'filed; name and address of the
owner, if not called foror
claimed within two years, they are
disposed of at public auction, and
the 1 proceeds covered into the
ted States treasury.
Misdirection, incorrect, illegible,
and deficient address are given as
leading causes which occasion
failure of mail matter to reach its
proper destination, and affect alike
that which is so addressed to either
city, town or village.
The following suggestions, if oh
served, will aid the dispatch and

the mails, or its return directly to
the sender, in the event of non¬
delivery, and thus prevent the an
noyance, delay and embarrassment
caused by sending matter to the
dead letter office.
Mail matter should be plainly
and correctly addressed, Ihe name ■,
of the postoffice to which it is to
sent should he clearly and distinct
ly stated, and to avoid confusion
from the similarity of abbrevia
tions, as frequently used, the name
of the state should also be given in
full 1 11 the case of mail addressed
to small offices, or where there are !
offices of like names in different
states, the name of the county |
should be added.

better, than on some poor ignorant

Judge Atkinson has broken up
the “blind tigers” completely in
the Brunswick circus, and in so
has endeared himself to the good
people of that circuit, such as no
judge has ever done before. Noth
ing but heavy fines and a long im

and his decision will ever be in¬
dorsed by the good people of Geor¬
gia, who see every day the great
