A member of the Constitutional Conven tion from Franklin said a short time ago, that if Hart County did not get the Scn atorsbip this time, that she never would get it again basing his idea on the faet that Franklin being the larger and middle county hi the District she could put her candidate in the Held and elect him every time. If such should ever be the case Habersham would be fed from the some spoon. This in our opinion is an excellent reason why the rotation system should be adhered to. Ax the time draws near for voting upon the New Constitution, we publish below a synopsis of all the important changes in the New Constitution, that our readers may examine and jydge for themselves as to their merits : “ No money shall over be taken from the politic treasury, directly or indirectly, in aid of any church, sect or denomination of religionists, or of any sectarian institution. Lobbying is declared to tie a crime and the general assembly shall enforce this pro vision by suitable legislation. The general assembly shall have the pow er to provide for the punishment of fraud ; and shall provide, by law, for reaching the property of the debtor concealed from the creditor. C,imdi(leation of voters —Must lie a male citizen. 21 years old ; shall have resided in the State one year, and county six months, and shall have paid all taxes which may hereafter he required juf him. and that lie may have lmd an opportunity' of pay ing agreeably to law. Soldiers stationed in the State; those who have been convicted in nny court of competent jurisdiction, of treason, embezzlement of public funds, malfeasance in office, bribery or larceny, or of nny crime involving moral turpitude, punishable by confinement in the peniten tiary : idiots ami insane persons are pro hibited from bolding office or voting. The sale, distribution or furnishing intox icating drinks within two miles of election precincts on election days prohibited. Senators and Representatives are elected every two years. The first election for member of the Gen cral Assembly, under this Constitution, shall take place on the first Wednesday in December, 1577 ; the second election for the same shall bo hold on the Hist \\ odnes day in October, ISSO, and subsequent elec tions biennially, on that day. until the day of election is changed by law. No railroad shall pay any rebate or bo nus in the nature thereof to mislead or de ceive the public as to real rates charged for freight or passage. Salary of the Treasurer. $2,000; Salary of Clerk of Treasury, $1,000; Salary ol Comptroller General. $2,000: nil Clerical expenses. *4.000. The General Assembly may provide foi nn appeal from one jury in the Superior and city Courts to another. Justice's Courts shall sit monthly at reg ular times and places; but in all cases there may be an appeal to a jury in said court. The most experienced. Intelligent and upright men are to be made Grand Jurors, and intelligent and upright men are to be selected to serve as Traverse Jurors. Costs in Supreme Courts shall not exceed ten dollars in eace case. Corporations are to be taxed. No debt created to supply deficiencies shall ever exceed two hundred thousand dollars. When money is borrowed by the State the act authorizing it shall specify purpose for which the money so obtained is to he used, ami it shall be used for no other pur pose. aiiv Individual, com pany. corporation or association, and the State shall not become a joint owner or stockholder in any company, association or corporation. The debt ofno municipal corporation or county shall ever exceed seven percentmn of the assessed value of all taxable prop er ty therein. The Genera! Assembly shall have no power to appropriate money to pay the principal or interest of the bonds of this State which have been pronounced illegal, null and void, by the General Assembly and by the people on the first day of May, 1877. The bonded debt of the State shall never he increased except to repel invasion, sup press insurrection, or defend the State m time of war. The proceeds of tho sale of the Western and Atlantic, and Macon and Brunswick railroads shall be devoted to the payment of the debt of the State. A sinking fund of one hundred thousand dollars, shall be raised annually by tax ation and paid on the public debt. The Treasurer and Comptroller General shall make quarterly reports to the Gov ernor, showing the’financial condition of tho State, which shall be published. No extra compensation shall lie paid any public officer after the service has been rendered. The ofliee of State Printer is abolished, and the public printing is to be let to the lowest bidder. No new county shall be made. Old county organizations may be dissolv ed, and merged with contiguous counties. ■>. The Southern Senators There is talk at Washington of an agree ment between the Republican malcontents and the Southern Senators to admit the Democratic contestants from Louisiana and South Carolina on condition that they vote against the President's obnoxious ap pointments. It is hardly necessary to say that such a compact should lie scorned by every decent man of both par ties. and its projectors shown the door. The right of Louisiana and South Carolina to a lawful representation in the Senate cannot be conditioned by the will of the Republican majority, nor the attitude of Democratic Senators toward the Presi dent's appointments influenced by tho per sonal enmity of tho opposition. —Journal of' Commerce.
